Abstract

This article aims to analyze the feasibility of “Sido Makmur” Village-Owned Enterprise (Badan Usaha Milik Desa/ BUMDesa), especially the Waste Management Business Unit. This unit has two stages of activities: Phase I is Waste Collection, and Phase II is Waste Segregation which includes converting the waste into goods with economic value. The Phase I program has been running since 2020 in one of the hamlets, and Phase II will soon be implemented. The feasibility analysis covers the aspects of Legal, Market and Marketing, Human Resource Management, Technical and Technology, Environments (Business, Economical, Socio-Cultural, Political, and Ecological), and Finance. Primary and secondary data in qualitative and quantitative data were analyzed using business feasibility analysis. More specifically, in Financial Aspect, the data were analyzed to determine the investment feasibility in terms of the Net Present Value, Internal Rate of Return, Average Rate of Return, Profitability Index, and Payback Period. The study results show that the Waste Management Business Unit in BUMDesa “Sido Makmur” is feasible. However, this business unit must maintain professionalism in providing its services to maintain customer loyalty. In addition, it is necessary to expand business units' operations, not only in one hamlet but also in other hamlets.

Abstract

Waste management in urban areas tends to be under the jurisdiction of the state or government only. This makes the handling of the waste problem relatively slow while the activities and consumption patterns of the industry and community increasingly produce much waste. A polycentric waste governance system, where more than one institution with each jurisdiction is involved in managing waste problems, can be an alternative to a system centered on only one authority. By taking a case study of the waste bank movement in Salatiga, Central Java, this paper examines the approach of community-based circular economy initiatives and how communities interact with all sectors and levels of urban waste governance. Data is gathered from documentary studies, in-depth interviews, and observations; and analyzed with a polycentric governance approach, which sheds light on cross-organizational collaborative arrangements. The study results show that the community-based circular economy initiatives through waste banks in Salatiga result from either a top-down approach which the municipal government instructs or a bottom-up that civil society organizations and communities initiate. The study findings also show that embedding community-based waste management through waste banks in Salatiga can enhance wider circular economy practices, strengthen the linkages across sectors and levels, and balance the authorities in a polycentric waste governance system. Therefore, waste banks must be recognized as reliable institutions governing waste, especially in urban areas.

Abstract

Tujuan penelitian ini untuk mengetahui pengaruh Good Government Governance yaitu variabel Transparansi, Akuntabilitas, Partisipasi, dan Rule of law, serta Perilaku Kepemimpinan kepala desa terhadap kinerja pengelolaan dana desa di Desa Boto, Kec. Bancak, Kab. Semarang. Tipe penelitian ini adalah penelitian eksplanatori dengan pendekatan kuantitatif. Data primer diperoleh dengan membagikan kuesioner kepada responden dan data sekunder diperoleh dari catatan administrasi Pemerintah Desa Boto. Populasi dan sampel dalam penelitian ini adalah 60 responden. Hasil analisis setiap variabel menunjukkan bahwa secara parsial variabel akuntabilitas, rule of law dan perilaku kepemimpinan kepala desa berpengaruh signifikan terhadap kinerja pengelolaan dana desa, sedangkan variabel transparansi dan partisipasi masyarakat secara parsial berpengaruh tidak signifikan terhadap kinerja pengelolaan dana desa. Kemudian, secara simultan transparansi, akuntabilitas, partisipasi masyarakat, rule of law, dan perilaku kepemimpinan berpengaruh signifikan terhadap kinerja pengelolaan dana desa. Untuk meningkatkan kinerja pengelolaan dana desa, pemerintah desa perlu melakukan pembaruan profil desa, pemutakhiran dan pelaporan keuangan desa melalui media digital, meningkatkan kapasitas aparatur negara dalam mengelola dana desa, peningkatan ketaatan terhadap standar operasional dan aturan yang ada, dan kepala desa perlu melakukan supervisi dengan masyarakat. Selain itu, untuk peneliti selanjutnya agar menambahkan variabel independen lain seperti efektifitas dan efisiensi, consensus orientation, equitability, dan inclusiveness.
