FAKTOR DETERMINAN KEPATUHAN MEMBAYAR IURAN JKN PADA PESERTA MANDIRI DI KOTA MALANG Anak Agung Istri Citra Dewiyani; Rizki Fadila

Abstract

Background: JKN is the government's program to provide health insurance to all people di Indonesia which is held by BPJS Kesehatan. One of the problems faced by BPJS is deficit condition. In June 2020, the deficit at BPJS has reached Rp. 6.54 trillion. One of the causes of the deficit BPJS caused there to be many JKN participants who do not obey the rules for paying JKN contributions properly, especially participants from the PBPU segment. In August 2020, in Malang, JKN contributions that are not paid reached Rp. 50,700,898,326 and in Blimbing District are the highest arrears reached Rp. 11,276,087,156 Subjects and Method: This is a quantitative analytic study with a cross-sectional approach. Samples were taken by non-randomized sampling using quota sampling of 143 respondents. This study used univariate analysis, bivariate, and multivariate analysis to know the dominant factor that correlates to the dependent variable. Results: The results showed that determinant factors that correlate the compliance in paying JKN contribution are: knowledge factor (p-value: 0.001), perception (p-value: 0.046), distance (p-value: 0.022), and time (p-value: 0.044). Based on the multivariate test results, the dominant factor that correlates with compliance in paying JKN contribution is the knowledge factor (p-value: 0,000). Conclusion: From this study, a recommendation that can be given to BPJS is to held more events to increase JKN participants' knowledge about the JKN program. When JKN participant has the proper knowledge, we hope they have proper behaviour in paying JKN contribution properly. Keywords: JKN contribution; Compliance; Determinant Factors

Abstract

Latar Belakang: BPJS Kesehatan memiliki target untuk mencapai Universal Health Coverage pada tahun 2019 namun masih banyak penduduk di Kelurahan Bumiayu Kota Malang yang belum berpartisipasi dalam program JKN. Tujuan: Untuk mengetahui faktor yang berhubungan dengan kepesertaan masyarakat dalam program JKN di Kelurahan Bumiayu Kota Malang. Subjek dan Metode: Penelitian ini merupakan penelitian kuantitatif dengan pendekatan cross sectional. Sampel penelitian berjumlah 100 sampel. Instrument yang digunakan dalam penelitian ini adalah kuesioner. Data dianalisis dengan menggunakan uji chi square. Hasil: Variabel tingkat pendidikan (p=0,030), pengetahuan (p=<0,001), persepsi JKN (p=<0,001), motivasi (p=<0,001), dan niat (p=0,032) berhubungan terhadap kepesertaan JKN. Kesimpulan: Faktor yang paling dominan berhubungan dengan kepesertaan program JKN di Kelurahan Bumiayu Kota Malang yaitu persepsi masyarakat. Kata kunci: Partisipasi; JKN; Persepsi

Abstract

National Health Insurance or JKN is a government program implemented to meet the needs of the Indonesian people in the health sector. JKN is organized by BPJS Kesehatan which has many problems, such as deficit. One of the causes of the high deficit rate is the low compliance of JKN participants in the independent segment in paying contributions. This research is a quantitative analytic with cross sectional approach. This study aims to determine the description of the level of income of respondents and the level of compliance of respondents and to know there is a correlation between income and compliance of JKN participation in paying JKN contribution. Respondents in this study are 89 people. 60.7 percent of the total respondents had a high level of income categorized, and 39.3 percent had a low level of income. And 49.4 percent of respondents complied in paying JKN contributions, 50.6 percent the rest were not compliant in paying JKN contributions. Based on the Chi Square test results found that the p value equal 0.000 lower than p. So H0 is rejected, which means the amount of the income level has a correlation with level of compliance of JKN participation in paying JKN contribution.

Abstract

As a student in the health insurance study program who will work later in the insurance sector, both social insurance and private insurance, it is important for students to understand everything about insurance well. To be able to understand the lecture topic well, students should learn by methods that further enhance the active participation of students rather than learning passively. For this reason, this study will be tested on the delivery of topic to students using the jigsaw cooperative learning method, then the effectiveness of the learning method. This research is a quasi experimental study by comparing the results of post test groups of students studying with the jigsaw method and students studying with lecture methods on two lecture materials in two sessions. The results showed that the mean results of post test scores between students studying with jigsaw and lectures differed significantly. For further research, evaluation should be carried out by looking at the results of the exam, not just the results of the post test at session.
