Abstract

Village Fund Allocation is one type of direct financial assistance for villages given by the regency government taken 10% of balance funding of DAU (General Allocation Fund) and DAK (Special Fund Allocation) of the central board. Village Fund Alloca­tion, often referred to as ADD, has its own rules in its establishment. The rules are stated in the legislation; that is, in PERMENDAGRI (Ministry of Internal Affairs Regulation) No. 37 Year 2007 which is set out in Jember Local Regulation No. 3 Year 2007. Jember Regency government establishes ADD because of lack of village in­come to finance its own operation. ADD becomes very important since, without ADD or other direct financial assistance to village, it will not exist. ADD which is a form of budget, in its stipulation is included in the budget formulation process. This research was conducted to identify the allocation process of ADD in the local budget policy for­mulation of Jember Regency in 2012 by applying descriptive-qualitative research method. The research results of were that Jember Regency government in the alloca­tion of ADD, a little bit disregarded the fairness principle and overstated the equity princi­ple. In PERMENDAGRI it is stated that equity principle is in line with the regional conditions. However, in reality, the local government of Jember Regency allo­cated ADD without considering this. Among villages is only a little difference in allo­cation. In fact, if using the fairness principle, It would be seen the very poor and the rich villages. Thus, the ADD of villages will have a big gap. It was shown that there was no significant difference between one village and another. Abstract

Abstract Kinerja  karyawan  merupakan  suatu  tindakan yang  dilakukan  karyawan  dalam  melaksanakan  pekerjaan  yang  diberikan perusahaan. Penelitian ini merupakan penelitian dengan menggunakan data kuantitatif. Teknik pengumpulan data yang digunakan adalah kuesioner, wawancara, dan observasi. Populasi dalam penelitian ini adalah seluruh pegawai di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Jember kecuali kepala dinas, sejumlah 33 orang. Teknik sampling dalam penelitian ini menggunakan sampel jenuh dengan jumlah pegawai selain Kepala Dinas di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Jember sebanyak 33 orang. Analisis data yang digunakan untuk menjawab hipotesis yang diajukan adalah korelasi rank spearman dengan bantuan paket software SPSS 17.0.Hasil penelitian menunjukkan bahwa kepemimpinan delegatif mempunyai hubungan yang signifikan dengan kinerja pegawai pada Kantor Dinas Kependudukan dan Pencatatan Sipil Kabupaten Jember. Tingkat hubungan kuat ditunjukkan dengan nilai koefisien korelasi sebesar 0,646. Selanjutnya, signifikansi hasil korelasi ditunjukkan dengan nilai probabilitas signifikansi (0,000) yang lebih kecil dari taraf signifikansi (α = 0,05) dan nilai t hitung (4,711) yang lebih besar dari t tabel (2,040). Sehingga, hipotesis yang menyatakan bahwa ada pengaruh kepemimpinan delegatif terhadap kinerja pegawai pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Jember terbukti kebenarannya atau Ha diterima. Kata Kunci: kepemimpinan delegatif dan kinerja pegawaiAbstracWork performance is an act committed employees in carrying out the work provided by the company. This research is using quantitative data. Data collection techniques used questionnaires, interviews, and observations. The populations in this study were all employees in The Official Residence and Civil Register Jember Regencyexcept heads office, some 33 people. Sampling in this study using a census with the number of employees in The Official Residence and Civil Register Jember Regencyas many as 33 people. Analysis of the data used to answer the hypothesis is Spearman rank correlation with the help of SPSS 17.0 software package.The results showed that delegative leadership has a significant correlation with the work performance of employees at The Official Residence and Civil Register Jember Regency. Level demonstrated a strong relationship with a correlation coefficient of 0,646. Furthermore, the significance of the correlation results indicated the significance probability value (0,000) smaller than the significance level (α = 0,05) and the value of t test (4,711) is greater than t table (2,040). Thus, the hypothesis that there is a delegative leadership have significant effect to the work performance of employees at the The Official Residence and Civil Register Jember Regencyunsubstantiated or Ha accepted. Keywords: delegative leadership and work performance

Abstract

Abstract This study was aimed at describing the service innovation devoted to pregnant women through SAKINA program at Sempu Public Health Center, Sempu Sub-regency, Banyuwangi regency. Sempu Public Health Center faced issues germane to the high number of pregnant women and babies’ deaths in its operational region, wherein the health center was reported to contribute the highest number of mothers and babies’ death rates in Banyuwangi. The high death rates in its operational region occurred due to slow service for pregnant women. As such, Sempu Public Health Center created an innovation in their service so as to surmount the issue under the spotlight, resulting in SAKINA service. This research applied descriptive method in qualitative setting. Research data were collected by observation, interview, and documentation. Informant determination was done through snowball technique. The obtained data were then tested for its validity by observation consistency, triangulation, and detailed elaboration. Afterward, data were analyzed using Miles and Huberman’s analysis model, comprising of data collection, data reduction, data presentation, and verification. The research findings showed that SAKINA service innovation carried out by Sempu Public Health Center was effective and efficient in bringing down the death rates of mothers and babies in its operational region. That was representative of the innovation in service process and methods applied. The innovation in service process was to give service emphasizing the ease of access, which could be obtained within and beyond the health center. In terms of method innovation, the health center applied get-the-ball method, by which midwifes and Laskar cadres came to patient’s house in order to carry out examination. Implementing these innovations, Sempu Public Health Center managed to nullify the death rates in 2014 and 2015.

Abstract

Abstract This study aims to describe collaborative governance in development program of local cultural values through Banyuwangi Ethno Carnival. The research used descriptive research type with qualitative approach and applied two types of data, namely primary data obtained from interview and observation and secondary data collected by documentation and literature study. Interviews were conducted with the parties involved in the problems to be analyzed. The data that had been collected were to be the information for the answer to the interview in this research. The data and information obtained showed that the stakeholders involved in BEC from 2011 to 2014 were Disbudparda (Department of Local Culture and Tourism) of Banyuwangi, JFC Management, Blambangan Arts Council and Carnival Instructors. In general, there were two patterns of cooperation in BEC event i.e. Public Private Partnership Pattern in 2011 and in 2012 until 2014. Barriers in building Collaborative Governance occurred in cultural and institutional factors.
