Abstract

The Gowaslu application is an election technology that exists to expand public involvement in online participatory surveillance. Public involvement in election supervision is important amid the limitations of Bawaslu in supervising the practice of election violations and fraud. This article attempts to capture how effective the Gowaslu application is in strengthening public involvement in participatory monitoring. The research method used is qualitative with a descriptive analysis approach. Data collection is secondary through a search of a number of literatures. The findings of this research reveal that the Gowaslu application is an innovation by Bawaslu by utilizing digital technology in the context of election monitoring. However, this application has not been substantively effective in expanding public involvement in participatory monitoring. The problems found are that the follow-up reports have not been submitted openly, the content is not interesting and not interactive because it is only one way, there is no voter education to ensure the quality of the report. In addition, the Gowaslu application has not been used massively by the public, referring to the very small number of application users and reports of alleged election violations which are still low compared to Bawaslu's findings

Abstract

Pengalaman kewarganegaraan di negara-negara belahan dunia selatan seperti Indonesia lebih banyak dipengaruhi oleh praktik informalitas. Interaksi warga dan negara dimediasi oleh seorang broker yang bertugas membantu klien mereka – utamanya warga miskin – dalam pemenuhan hak-hak kewargaan. Artikel ini memfokuskan pada agensi broker perempuan dalam konteks kewarganegaraan yang dimediasi. Hal ini merujuk pada kenyataan empiris bahwa desa-desa di Indonesia umumnya terdapat perempuan yang terlibat aktif menjalankan peran sebagai mediator seperti membantu warga mengurus pembuatan dokumen kependudukan, layanan kesehatan, bantuan sosial, dan akses terhadap keuntungan sumber daya negara lainnya. Makalah ini memilih Desa Sukamenak, Kabupaten Serang, Provinsi Banten sebagai lokus penelitian. Dimensi yang ingin dipotret yaitu: mengapa perempuan menjadi broker dan bagaimana mereka berinteraksi dengan klien, pemerintah, dan sesama broker. Riset ini menunjukkan bahwa kemunculan broker perempuan sebagai respon atas kinerja pemerintah yang penuh ketidakpastian dan tidak efektif. Broker mengandalkan pengalaman personal mereka dalam mengakses pelayanan publik dan membangun koneksi personal dengan birokrat. Hubungan broker perempuan dengan klien terpelihara dengan rapi melalui mekanisme “moral ekonomi”. Pada beberapa kasus terjadi kompetisi dan kompromi antar broker perempuan dalam memperebutkan klien yang tinggal di wilayah yang sama.

Abstract

This paper analyses the role of the Village Consultative Body (BPD) as a political representation institution at the village level. The BPD is here to guard village democracy and ensure that village governance runs in an accountable, inclusive, and participatory manner. However, the BPD is often unable to carry out its role due to various obstacles, especially the domination of the village head. Using the context of Sukamenak Village, Serang Regency as the unit of analysis, this article attempts to answer the question: Why is the BPD weak and controlled by the village head? What is the impact on village governance? The results showed that the mechanism for selecting BPD members greatly influenced the power relations between the BPD and the village head. The village head and the BPD are bound by a kinship relationship that hinders the working relationship between the two from running professionally. The village head is too dominating, thereby weakening the role of the BPD. The weak role of BPD causes channels of formal representation to become clogged. Residents have lost channels to express their complaints and aspirations to the BPD. The dysfunction of the BPD's role results in a closed, exclusive, and elitist village government regime.Tulisan ini menganalisa peran Badan Permusyawaratan Desa (BPD) sebagai lembaga representasi politik di level desa. BPD hadir untuk mengawal demokrasi desa dan memastikan tata kelola pemerintahan desa berjalan secara akuntabel, inklusif, dan partisipatif. Namun, BPD seringkali tidak mampu menjalankan perannya karena berbagai hambatan, terutama faktor dominasi kekuasaan Kepala Desa. Menggunakan konteks Desa Sukamenak, Kabupaten Serang sebagai unit analisa, artikel ini berusaha menjawab pertanyaan: Mengapa BPD lemah dan dikontrol oleh Kepala Desa? Apa dampaknya terhadap tata kelola pemerintahan desa? Hasil penelitian menunjukkan bahwa mekanisme pemilihan anggota BPD sangat berpengaruh terhadap relasi kuasa BPD dan Kepala Desa. Kepala Desa dan BPD terikat dalam hubungan kekerabatan sehingga menghambat relasi kerja diantara keduanya berjalan secara profesional. Kepala Desa terlalu dominatif sehingga melemahkan peran BPD. Lemahnya peran BPD menyebabkan saluran representasi formal menjadi tersumbat. Warga kehilangan saluran untuk mengekspresikan keluhan dan aspirasi mereka kepada BPD. Disfungsi peran BPD menghasilkan rezim pemerintahan desa yang tertutup, eksklusif, dan elitis.

Abstract

. Sertifikasi telah menjadi syarat bagi pengusaha untuk memasarkan dan menyediakan produk yang dimiliki agar sesuai dengan undang-undang Nomor 33 tahun 2014 tentang jaminan produk halal. Namun persoalannya kebanyakan pelaku usaha masih abai dan tidak memahami tentang urgensi sertifikasi halal pada produk mereka, padahal aspek ini menjadi vital karena menyangkut hak-hak konsumen yang tercantum dalam undang-undang perlindungan konsumen, disebutkan di pasal 4 huruf c bahwa konsumen memilik hak untuk mendapatkan informasi yang benar, jelas dan jujur dan mengenai kondisi jaminan barang/ jasa. Rendahnya kesadaran pelaku UMKM terhadap produk halal juga banyak ditemukan di wilayah pesisir Desa Labuan. Dengan ini sepatutnya UMKM sebagai produsen berkewajiban untuk memberikan informasi kepada konsumennya bahwa makanan tersebut merupakan makanan halal atau haram untuk di konsumsi. Tujuan dari Program Pengabdian kepada masyarakat ini adalah untuk memberikan edukasi terkait urgensi produk halal agar mampu meningkatkan kesadaran halal bagi para pelaku usaha di Desa Labuan serta pendampingan dan fasilitasi terhadap pelaku UMKM untuk proses pengajuan sertifikasi halal. Metode yang digunakan dalam program pengabdian pada masyarakat ini dilakukan dengan sosialisasi dan paraktik langsung kepada masyarakat Desa Labuan. Kesimpulannya kegiatan pendampingan berjalan lancar. Secara keseluruhan masyarakat di desa Labuan Kabupaten memiliki kesadaran untuk mengkonsumsi makanan halal setelah dilakukan sosialisasi. Para pelaku UMKM yang ada di desa Labuan antusias dalam mendaftarkan produk makanannya untuk di sertifikasi halal. Kendala yang dihadapi dalam proses pendampingan sertifikasi halal yaitu para pelau UMKM yang masih gagap teknologi. Para pelaku umkm di Desa Labuan sampai saat ini ada 20 umkm yang mendaftarkan diri untuk di sertifikasi halal dan masih dalam proses verifikasi dan perbaikan-perbaikan data terutama di bahan-bahan makanan yang keliru dalam memasukan datanya dalam aplikasi sihalal. However, the problem is that most business actors are still ignorant and do not understand the urgency of halal certification for their products, even though this aspect is vital because it concerns consumer rights as stated in the consumer protection law, it is stated in article 4 letter c that consumers have the right to obtain correct, clear and honest information regarding the guarantee conditions for goods/services. Low awareness of MSME actors regarding halal products is also often found in the coastal area of ​​Labuan Village. With this, MSMEs as producers are obliged to provide information to their consumers whether the food is halal or haram for consumption. The aim of this Community Service Program is to provide education regarding the urgency of halal products in order to increase halal awareness for business actors in Labuan Village as well as assistance and facilitation for MSMEs in the process of applying for halal certification. The method used in this community service program is carried out through direct outreach and practice to the people of Labuan Village.In conclusion, the mentoring activities ran smoothly. Overall, the community in the village of Labuan Regency has the awareness to consume halal food after socialization. MSMEs in Labuan village are enthusiastic about registering their food products for halal certification. The obstacle faced in the process of assisting with halal certification is that MSMEs are still technologically illiterate. To date, 20 MSMEs in Labuan village have registered for halal certification and are still in the process of verifying and correcting data, especially for food ingredients where they entered their data incorrectly in the halal application.

Abstract

In the view of feminism, women who are in a subordinate position have an influence on the formation of women's gender identity. This limits women in making decisions in their own lives. Thus, women become vulnerable to poverty, underdevelopment, and violence. Nevertheless, women fish ball processors in Muara Village, Wanasalam Sub-district, Lebak Regency are able to be empowered and choose to take on multiple roles. They become Self-Agencies as fish ball artisans motivated by economic factors. In the perspective of food security, income is one of the indicators that determine the level of household food security. This study examines the effect of Self-Agency of Women Fish Meatball Processors (X) on the Family Food Security Level (Y) in Muara Village, Wanasalam District, Lebak Regency. With a quantitative research method with a Guttman scale model and purposive sample technique. The results of the hypothesis test showed that there was an effect of Self-Agency of women fish ball processors on family food security by 25%. And the regression test results that the regression coefficient value of X is 0.351 (b) and the consistent value of the family food security variable is 14.521 (a). So that the conclusion obtained is that every additional 1% value of X value, the value of Y increases. Thus, the direction of the influence of X on Y is positive.
