Abstract

Sustainable development can increase economic growth and income distribution more equitable. This become a challenge for the Central Java province with a large area of population in overcoming income distribution inequality. Aims of this study is to determine factors that influence income distribution inequality in Central Java. Panel data regression method with fixed effect models are used. Inequality income distribution as a dependent variable and the independent variables are GRDP, agglomeration of industrial sector, agglomeration of trade, agglomeration of agriculture, inflation, level of labor force participation, and domestic investment. Results show that industrial agglomeration has a positive and significant effect on inequality income between districts and cities in Central Java. GRDP, agricultural agglomeration and level of labor force participation have a negative and significant effect on inequality income between districts and cities in Central Java. The influence of the trade agglomeration, inflation, and domestic investment is not significant to inequality income between districts and cities in Central Java.

Abstract

Implementation of autonomy policies in the reform area aims to accelerate region growth, make Central Java Province continues to optimize their regional spending to increase their development. Purpose of this research is to determine effect of the original local government revenue and general allocation funds to regional spending and flypaper effect existence. Panel data regression and independent sample t test used as a method with 2014-2017 data from 35 districts and cities at Central Java. Result shown that there is positive and significant effect at original local government revenue and general allocation funds to regional spending. However, the construction being carried out still has a flypaper effect

Abstract

This study aims to determine the fiscal decentralization capacity of regencies and cities in East Kalimantan Province by referring to the map of blood financial capability using share index and growth indicators,regional decentralization indices, and regional independence index. The results of the City of Balikpapan, Samarinda City, Bontang City, and Berau Regency are areas that can be considered feasible in the implementation of fiscal autonomy. Other regions are not feasible. In fact, in the long run, there will be obstacles because regions that are considered worthy of fiscal autonomy rely on non-renewable natural resources, so that human resource development is needed to be able to move into the natural resource processing sector that can be updated and services.

Abstract

Tujuan penelitian ini adalah untuk mengetahui kesiapan desentralisasi fiskal di Kalimantan, yang diperoleh dari peta kemampuan keuangan daerah dan indeks kinerja keuangan dengan metode deskriptif. Hasil penelitian menunjukkan bahwa kemampuan keuangan Provinsi Kalimantan berada di kuadran kedua dan ketiga yang berarti tidak ideal. Untuk Kalimantan Selatan dan Utara menunjukkan bahwa indeks kinerja keuangan daerah memiliki pola hubungan konsultatif tetapi untuk Kalimantan Tengah, Kalimantan Barat dan Kalimantan Timur memiliki pola hubungan partisipatif.
