Abstract

This study aims to identify, describe and analyze the Poverty Area Mapping of Palembang City. This study uses a descriptive qualitative approach with explanatory research type, with the number of informants as many as 100 people determined randomly. Data collection techniques in this study were using documentation, observation, questionnaires, interviews, and literature study.The results of the study prove that (1) There has been uneven and inappropriate assistance provided by the Government/Regional Government (Province, Regency/City) in poverty alleviation in Palembang City; (2) Unavailability of up to date data regarding the number of poor people in Palembang City; (3) Poverty Alleviation Programs that are under the regional structure and characteristics of the people of Palembang City, namely programs that are oriented or based on human resource development; (4) The need for a pilot project focused on as a pilot program for poverty alleviation that is oriented to human resource development. Abstract

This study aims to analyze the Effect of Policy Implementation, Investment, and Business Executors on the Effectiveness of Tourism Potential Development in Sarolangun Regency, Jambi Province. This research uses a quantitative approach with explanatory research type, with a population of 74,660 people and a sample of 100 people determined by the Slovin formula. Data collection techniques in this study were using documentation, observation, questionnaire, and literature techniques. The results of the study prove that Policy Implementation has an effect of 51.3%, Investment has an effect of 15.5%, Business executors have an effect of 52.6%, Policy Implementation, Investment and Entrepreneurs together have a 52.8% effect on the Effectiveness of Tourism Development. Recommendations from the results of this study are that the implementation of the policy must be supported by a law on tourism and RIPPARDA. Thus, mapping the tourism area which is supported by multi-stakeholder policies and cooperation, will open up large investment opportunities in the tourism sector. Organizational restructuring of the regional tourism office as a business executor from a structural dimension. These three variables must get attention, so they can form quality human resources for the benefit of tourism development in Sarolangun Regency. Abstract

The Department of Youth, Sports and Tourism of South Labuhanbatu Regency is 2 (two) different offices, namely the Office of Youth and Sports and the Office of Tourism. In 2002, these two agencies merged to become the Youth, Sports and Tourism Office which is expected to further optimize and synergize in carrying out development in the field of youth sports and tourism objects in South Labuhanbatu Regency. In this case, the Tourism and Culture Office of South Labuhanbatu Regency as the implementer of the regional regulation policy No. 6 of 2019 Chapter VI Concerning Tourism Development Strategies in Simalungun Regency. The theory used in this research is Implementation theory by Edward III, this research uses a qualitative type methodology which using interview techniques, observation, and also documentation. As reinforcement, this study also consisted of key informants, main informants and additional informants using data analysis techniques by Miles and Huberman namely data collection, data reduction, data presentation and conclusions.
