<![CDATA[ABSTRACTGarut is one of the districts that beneficiaries of Upsus Pajale program which has potential agricultural development. An important factor of the successful program are the result of policy, participation of community and public perception of government program. The objectives of the study were to analyze the productivity of rice, corn and soybean commodities, public perceptions of government programs and the policy. This research used descriptive analysis of rice, corn and soybean productivity before and after program implementation. The results of the analysis show that UPSUS PAJALE increased agricultural productivity. Farmers' perceptions of the program remain favorable and support the implementation of the program despite the expectation of management program is improved. Using Context, Input, Process dan Product (CIPP) model approach, the weakest part of the program is on the process evaluation.ABSTRAKGarut merupakan salah satu kabupaten yang penerima bantuan program Upsus Pajale yang berpotensi dalam pengembangan pertanian. Faktor penting dalam keberhasilan program adalah hasil kebijakan, partisipasi dan persepsi masyarakat. Tujuan penelitian adalah menganalisis produktivitas komoditas padi, jagung dan kedelai, persepsi masyarakat terhadap program dan analisis kebijakan pemerintah. Penelitian ini menggunakan analisis deskriptif terhadap produktivitas usahatani padi, jagung dan kedelai sebelum dan sesudah dilaksanakannya program. Hasil analisis menunjukkan bahwa Program UPSUS PAJALE dapat meningkatkan produktivitas pertanian. Persepsi petani terhadap program tetap baik dan mendukung pelaksanaan program meskipun mengharapkan perbaikan pengelolaan program. Dengan pendekatan model Context, Input, Process dan Product (CIPP) dapat diketahui bahwa faktor terlemah dari kebijakan adalah pada evaluasi proses.]]>
