Abstract

This paper aims to propose the existence of the role of indigenous actors both as tribal stakeholders as well as administrators of the nagari (local administrative village) in West Sumatera, home to the Minangkabau people. This study used qualitative approach. Both internal aspects and external consideration of the adat (tradition) are analysed using SWOT by in-depth interview and focus group discussion of the tribal stakeholders as well as indigenous actors. The result shows that there are important role and leadership of the cultural actors in the governance of nagari who are capable of appreciating the values and rights of indigenous people without ignoring the values of modern democracy. Abstract

The objective of this study is to find whether the educational background of official government at West Sumatra Provincial Office is relevant to their job. Data is analyzed by using statistical description with percentage, rate, and deviation standard. The study indicated that there is no significant relevance of formal and informal educational background of the government official of West Sumatra province to support their job. To make it relevant, it needs conducting meritocration, reviewing curriculum of in-service training,  selecting and improving the trainers and learning strategies.   Kata kunci: relevansi, pendidikan dan kinerja pejabat

Abstract

The main objectives of this research is to identify the alternative models that can be implemented in Nagari Governments in Minangkabau territory. A qualitative method was used in this research. Based on data analysis, it is found that there are some models of Nagari government that can be impelemented as alternatives. They are called participative models.. It is recommended that Regency Governments in West Sumatera can tryout the alternative models in all Nagari Government in order that they can synchronize all institutions and their roles in the Nagari governances. Abstract

The service of face to face birocracy appear a stigma come to a stadium confusing society, so that it becomes a chronic bureaupathology, and even lead to an administrative inertia, that is a condition of uncapability birocracy to act professionally. Professioanlism will come true if there is a fitness between bureucratic competency and task-requerement, and it can be developed if there is political will of a government.To change a bureucracy philosophy, it is necessary to reposite vision and mission of public bureucracy, norms and structure, and bureucracy procedure moved from rule governance paradigm provided the best services for Key Words: profesionalisasi, birokrasi, pelayanan publik

Abstract

Actually, decentralization is autonomization of a society. It is not only an end but also as an instrument of services distribution and development to increase social prosperity. In the case of “good governance” distribution of public services need to involve private sector and other communities with the implementation of principles of transperancy, accountability, efficiency, justice, and law enforcement.
