Abstract

The Covid-19 pandemic has required many countries to implement social restrictions and lockdown policies to prevent the spread of the virus within their borders. Malaysia was one of the countries that went into lockdown, which affected the temporary suspension of various non-essential socio-economic activities. As an implication, Malaysia had to implement a policy of massively repatriating some migrant workers to their countries of origin, including Indonesian migrant workers or Pekerja Migran Indonesia (PMI). The repatriation then became a challenge for the Indonesian Government, particularly in West Kalimantan, a province becoming the port of entry for PMI repatriation from Malaysia amidst the measures to prevent the spread of Covid-19. On the other hand, Malaysia’s measures are underway to protect PMI affected by Covid-19. The purpose of this study is to identify the factors causing the non-optimal paradiplomacy carried out by the West Kalimantan Provincial Government in dealing with the consequences of the Covid-19 outbreak on PMI. Protection of PMI in Malaysia should be a concern, considering the lockdown policies implemented in Malaysia require synergistic efforts by both governments and organizations holding a fundamental role in protecting the rights of PMI. This study employed an exploratory method and a qualitative approach with interview techniques as the primary source of data and literature review as a secondary source of data. The analysis in this study refers to the efforts of paradiplomacy proposed by Nugrahaningsih (2015), stating the necessity for mutual priority, wider participation, and government commitment. The results of this study revealed that the non-optimal paradiplomacy of the protection of migrant workers during the Covid-19 pandemic was caused by: (1) The absence of shared priority between both of West Kalimantan and Sarawak Governments regarding the protection of PMI, (2) The lack of participation from NGOs and civil society, and (3) The lack of commitment of the West Kalimantan Government to optimize the protection of PMI through the cooperation with the Sarawak Government (Malaysia).

Abstract

The nationalism of the border community is alleged to be a problem due to the activities of those who depend on Malaysia This study applies descriptive qualitative methods in analyzing the conditions of nationalism on the West Kalimantan border which is focused on the Sajingan Besar border area. The results of the study on the Sajingan Besar Sambas region showed two results from the point of view of nationalism conditions which refer to nationalism indicators, namely: (1). National identity, (2). The role of government in increasing national awareness; (Greenfeld, 1992: 3). (1). The identity of the Sajingan Besar border community, based on the awareness, identity and ideology of border communities while the border community depends on Malaysia and requires access to and out of the country and influences the dominant purchase of Malaysian products tends; (2). The role of the government in increasing national awareness, the dependence of border communities is due to weak development while the Malaysian border is already fairly developed.

Abstract

Although the number of positive confirmed cases of Covid-19 in Kubu Raya Regency is quite high, people still choose to continue their activities as they should without worrying that the number of positive Covid-19 patients in Indonesia continues to grow. To overcome the problem of the lack of Covid-19 information in the village, this is done by providing direct understanding to the community in the village with a program to increase public understanding about the potential for preventing Covid-19 transmission, namely Community Service which is carried out through several important concrete actions, namely by providing outreach to the community. the community with the interview process about their previous understanding of the Covid-19 pandemic, the way to prevent the spread of COVID-19 is to practice good and correct hand washing. This activity took place in Sungai Kakap Village, Sungai Kakap District, Kubu Raya Regency. This activity aims to increase public awareness and lifestyle during the Covid-19 pandemic. This activity was carried out in four stages during the day, which included socialization, counseling, installation of information banners, and distribution of masks. The result of this Community Service activity is an increase in public awareness about the importance of discipline in implementing health protocols in every activity outside the home. Increased public knowledge is known through increasing the results of the initial test (pre-test) and final results (post-test). This program is expected to be sustainable with many benefits for the community to prevent the transmission of Covid-19.

Abstract

Tujuan Pengabdian Pada Masyarakat (PPM) yaitu ingin melakukan sosialisasi politik digital indonesia untuk menangani kasus perdagangan manusia di Perbatasan Sajingan Besar, Kabupaten Sambas Kalimatan Barat. Metode kegiatan yang dipergunakan adalah berbentuk dialog tanya jawab antara pemateri dan peserta sebanyak 42 orang diantaranya: Tokoh Masyarakat, Tokoh Pemuda, Aparatur Desa, beserta Siswa SMA. Kegiatan sosialisasi telah dilaksanakan selama 3 bulan terhitung dari September 2021 sampai dengan November 2021. Hasil dan pembahasan dari PPM ini  adalah : (1) Tim Pelaksana PPM sudah memberikan materi mengenai makna perdagangan manusia di Perbatasan Sajingan Besar, hasil dari sosialisasi mengenai makna perdagangan manusia di Perbatasan Sajingan Besar dari total 42 orang, Terlihat sebanyak 33% atau sebanyak 14 orang peserta PPM telah sangat paham mengenai makna perdagangan manusia. Selanjutnya peserta PPM yang telah paham sebesar 52% atau sebanyak 22 orang.(2) Sudah memberikan materi mengenai pemanfaatan politik digital melalui aplikasi Safe Travel, Sistem Informasi Pekerja Migran Indonesia (SIPMI), Jendela TKI, dalam menangani kasus perdagangan manusia di Perbatasan Sajingan Besar peserta PPM yang telah paham sebesar 43% atau sebanyak 18 orang. (3) Sudah memberikan materi mengenai pemanfaatan politik digital melalui Media Sosial Kementrian Luar Negeri, Media Sosial Kemnaker yaitu Instagram & Twitter, dalam menangani kasus perdagangan manusia di Perbatasan Sajingan Besar. Peserta PPM sebanyak 29% atau sebanyak 12 orang peserta PPM telah sangat paham mengenai pemanfaatan media sosial Instagram & twitter dalam menangani kasus perdagangan manusia di Perbatasan Sajingan Besar. Selanjutnya peserta PPM yang telah paham sebesar 48% atau sebanyak 20 orang.
