Abstract

Paradiplomasi merupakan konsep yang relatif baru dalam studi Hubungan Internasional. konsep itu merujuk pada praktek diplomasi yang dilakukan oleh aktor-aktor non-negara (Pemerintah Pusat). Jika sebelumnya diplomasi hanya bisa dilakukan oleh negara saja, dengan struktur dunia yang mengalami transformasi maka hal tersebut tidak lagi berlaku. Selayaknya diplomasi, maka paradiplomasi yang dilakukan oleh aktor non-negara tersebut bertujuan untuk memenuhi kepentingan mereka. Hal ini memungkinkan terjadinya kondisi dimana kepentingan aktor-aktor baru tersebut bertentangan dengan kepentingan negara. Penelitian ini mengambil studi kasus penyelenggaraan Erau International Folk Art Festival (EIFAF) oleh Pemerintah Kabupaten Kutai Kartanegara. Yang ingin dilihat adalah, apa kepentingan Pemerintah Kabupaten Kutai Kartanegara dalam penyelenggaraan EIFAF? Apakah ada pertentangan kepentingan antara Pemerintah Kabupaten Kutai Kartanegara dengan Pemerintah Pusat? Serta bagaimana implementasi paradiplomasi yang dilakukan oleh Pemerintah Kabupaten Kutai Kartanegara? Untuk memahami permasalahan tersebut maka penelitian ini menggunakan beberapa konsep yang terkait seperti konsep globalisasi, desentralisasi, nation branding dan tentunya konsep paradiplomasi. Hasil penelitian menunjukkan bahwa kepentingan Pemerintah Kabupaten Kutai Kartanegara dalam penyelenggaraan EIFAF terbagi menjadi dua yakni kepentingan ekonomi dan kepentingan kultural. Dan Implementasi dari paradiplomasi Pemerintah Kabupaten Kutai Kartanegara dijalankan dalam tiga bentuk yakni sebagai sponsor, koordinator dan komunikator.

Abstract

This research try to describe how local NGO in East Kalimantan, Jatam (Mining Advocacy Network) and Walhi (Friends of the Life) pursue their interest in the politics of environmental management in Sangkulirang-Mangkalihat Karst Area in East Kutai and Berau Regency in East Kalimantan Province. How do they strive for their interest? What kind of strategy they deploy? And why? The result shows that there are several strategies that Jatam and Walhi use. They are: 1) Protest, 2) Seminar/FGD, and 3) Campaign. Those strategies are influenced by internal and external factors. For the internal factors, both Jatam and Walhi’s structure of organization creates possibilities to collaborate with other party with the same agenda to achieve the goal. The second internal factor is the funding. Is is widely known that local NGO in East Kalimantan, especially those who strive for environmental protection lack the financial resources to fund their agenda. Both Jatam and Walhi’s financial resources are relatively small compared to the resources of related actors such as the Government and corporations. With such conditions, street protests, seminar and campaign become the rational instruments to be deployed. The last is external factor that considers the social and political context of East Kalimantan society that make them choose those strategies.

Abstract

The changing nature of conflict post World War II from inter-state conflict to intra-state conflit resulted in insistent humanitarian crises. Based on UNOCHA Report 2010, in 2009, Africa had the biggest number of humanitarian crises. This article aiming at explaining the humanitarian crises in Africa, the effort to deal with the crises from humanitarian intervention and the rise of Responsibility to Protect (R2P) Principles, and implementation of principles in Central African Republic, Sudan and Nigeria. In general, UN Security Council is a central institution which the highest authority in world security issue to implement the R2P Principles. However, the principles enforcement in these three cases interposed African Union as a main actor to implement UN Security Council mandate as well as the International Criminal Court as a prosecutor and adjudicator crimes against humanity .
