<![CDATA[Tujuan penelitian menganalisis efektivitas penerapan peraturan daerah No. 3 tahun 2014 tentang penataan dan pengelolaan ruang terbuka hijau dalam mengatur tata ruang di kota makassar dan faktor-faktor yang mempengaruhi. Penelitian menggunakan penelitian hukum empiris. Hasil penelitian menunjukkan bahwa penerapan peraturan daerah No. 3 tahun 2014 tentang penataan dan pengelolaan ruang terbuka hijau belum sepenuhnya efektiv akibat dari pengaruh substansi hukum, budaya hukum, kesadaran hukum masyarakat, sarana dan prasarana. Untuk itu di perlukan adanya revisi terhadap perda No. 3 tahun 2014 utamanya di punishment and reward yang belum di atur sebelumnya agar lebih komprehensif dan diharapkan dapat memenuhi ruang terbuka hijau kota Makassar, perlu meningkatkan sarana dan prasarana yang mencakup tenaga manusia yang terdidik dan terampil, organisasi yang baik, peralatan yang memadai, keuangan yang cukup agar penerapan perda No. 3 tahun 2014 lebih efektif. The research objective is to analyze the effectiveness of the application of local regulations no. 3 of 2014 concerning the arrangement and management of green open space in regulating spatial planning in the city of Makassar and the factors that influence it. This research uses empirical legal research. The results showed that the application of local regulations no. 3 of 2014 concerning the arrangement and management of green open space has not been fully effective due to the influence of legal substance, legal culture, public legal awareness, facilities and infrastructure.
