Abstract

Purpose: The purpose of this study was to analyze the implementation of One Data Indonesia conducted by the Central Statistics Agency of East Nusa Tenggara Province. Research Methodology: This research was conducted for one month, starting from February 19, 2022, to March 13, 2022. This research is classified as qualitative research with a purposive sampling approach. Focus Group Discussion (FGD) was used to obtain data. Data sources consist of secondary and primary data. Data analysis was done descriptively. Results: The results showed that the implementation of one Indonesian data in the Province of East Nusa Tenggara through the role of the Central Statistics Agency for the Province of East Nusa Tenggara was still constrained from the aspect of infrastructure, coordination, and human resources both internally and externally. The problem of electrification and wireless networks is a technical problem that greatly affects aspects of the implementation of one Indonesian data. The problem of coordination which is still a sectoral ego further increases the obstacles to implementing one Indonesian data. Although BPS human resources have met the standards, internal aspects such as limited human resources and external constraints such as a lack of understanding of statistical literacy in the public further complicate the obstacles to implementing SDI in NTT. The government's attention to resolving existing obstacles is very urgent to accelerate the implementation and development of SDI in East Nusa Tenggara Province. Limitations: This research is still limited from the aspect of implementing the one data Indonesia program, from the aspect of the Central Statistics Agency as the implementer, and the Department of Communication and Information as of the guardian of the data. This research is still from the perspective of institutional perception. Contribution: This research can contribution in communication, management, and policy implemented.

Abstract

The purpose of implementing community service activities (PkM) is to educate on the complexity of insurance, then evaluate and analyze insurance problems. This PkM implementation method uses lecture and discussion techniques, which are generally known as the focus group discussion (FGD) method. Activity partners are determined by purposive sampling technique (deliberately) based on the organizational structure consisting of the insurance assignment area. Based on this, the participants are determined by quota sampling technique, namely, the PkM activity participants are the direct leaders of the organization with the highest rank/position/class, ± 7 Heads or Organizational Directors. In addition, this FGD involved customers from each insurance industry with a quota of ± 1 person. Thus the participants who took part in this PkM activity were ± 21 people. The urgency of implementing this PkM is to educate participants regarding the complexities of insurance and provide new experiences to participants regarding techniques for evaluating and analyzing insurance problems. The final result of this FGD reconstructed a strategy to overcome the complexity and problems of the insurance industry, namely the need to create a Policy Guarantee Institution (LPP).

Abstract

Purpose: The provision of community service activities aims to provide knowledge, understanding, and skills to state civil servants related to the ability to evaluate and reconstruct the performance of ASN based on human resources by organizational needs and existing conditions. Methodology/approach: Implementing activities using focus group discussions and workshops with the following stages: (1) surveys to find out partner problems, (2) needs analysis and initial questionnaire distribution using purposive sampling and quota sampling methods; (3) training and design consist of sharing information and materials, training on evaluation techniques, and training on reconstruction techniques; (4) the distribution of the final questionnaire to determine the increase in knowledge of participants' skills related to evaluation and reconstruction methods; and (5) prepare reports. Analysis of human resource-based ASN performance reconstruction using factorial analysis of SPSS vs. 25 Results/findings: The results of evaluating the performance of ASN based on human resources identified 33 dimensions of employee performance based on existing human resources. After being reconstructed into 9 dimensions of ASN performance based on human resources, namely professional, target, credible, teamwork, focus, capability, innovative, infrastructure, and perfectionist. Conclusion: The results of this training show that there is an increase in the knowledge and skills of ASN in the Kupang City Government to evaluate and reconstruct the elements of human resource-based performance appraisal and measurement that are in accordance with existing conditions and organizational needs.

Abstract

Purpose: The purpose of implementing community service activities is to provide education to village officials so that they have an understanding of the complexity of village fund allocations and the ability to evaluate and analyze problems in village fund allocation management. Methodology: The implementation of this community service uses the focus group discussion (FGD) method. The partners involved were all village heads in the District of Timor Tengah Selatan, and the Dinas Pemberdayaan Masyarakat of Timor Tengah Selatan District. Participants were determined by non-probability by purposive sampling. Based on this technique, the number of FGD participants was 267 people. The mechanism for implementing FGDs consists of discourse and evaluations. Discourse are conducted through information sharing, knowledge sharing, and relations. Meanwhile, the evaluation of the results was carried out through a non-test method using a direct-open questionnaire. Results: The implementation of village fund allocation management in the village is still a problem and obstacle caused by the limited human resources of the village head, limited supporting infrastructure, limited guidance and assistance, capacity building activities for village officials who are not yet oriented to village needs, programming and policies that are not adaptive between interests. government to the village, and sectoral ego. Conclusion: The activities carried out can educate so that participants have knowledge of the management of village fund allocations. In addition, participants were able to evaluate problems and obstacles in implementing village funds, especially those related to the allocation of village funds. In addition, participants were able to reconstruct recommendations for improving the management of village fund allocations to village fund stakeholders, especially the government, from the village head itself to the central government level.

Abstract

Purpose: Provide knowledge and skills to employees to be able to analyze and evaluate increased commitment and performance based on employee competency management at the Kupang City Government Secretariat.. Methodology: This PkM implementation method uses lecture and training techniques, which are generally known as focus group discussions (FGD) and workshops. Activity partners are determined by purposive sampling technique (deliberately) based on the organizational structure of the Kupang City Government which is at the Echelon II level (Department/Agency), which consists of 28 SKPD (Badan/Department). Based on this, the participants are determined by quota sampling technique, namely, the PkM activity participants are the direct leaders of the organization with the rank/position/class of Echelon II, the Heads of Service, and Heads of the Agency. Thus the participants who took part in this PkM activity were 28 participants. Results: The results of PkM activities were evaluated using a SWOT analysis tool, where participants were asked to formulate organizational conditions based on the internal environment (strengths and weaknesses) and the external environment (opportunities and threats) based on the knowledge management presented by the resource persons. Then, a solution strategy concept was developed based on the SWOT matrix. Contribution: This training can increase the knowledge and skills of employees in analyzing and evaluating employee commitment and performance from the aspect of motivation using the SWOT analysis method.
