Abstract

The objectives of the research are to describe, analyze and interpret: (1)workload conditions associated with apparatus competency in coaching small industry currently, (2) supporting and constraining factors in apparatus competency development planning in the coaching of small industry; and (3) provide recommendations on apparatus competency development planning in the coaching of small industry. The research uses qualitative approach and descriptive method with data resources derived from informan and documents. Techniques of data collection are through interviews, observations, documents and triangulation. Data analysis techniques applied in this research are interactive model analysis by data collection, data reduction, data display and conclusion drawing, and Classic Competency Study Design to obtain the type of apparatus competencies required in the coaching of small industry. Result of the research indicates that: (1) developing small industry has not run optimally because the workload conditions have not been balanced, both in quantity and competency of apparatus compared to the potentials and problems; (2) supporting factors in apparatus competency development planning are credentials for competence development; opportunities for cooperation and communication with stakeholders; the motivation to develop and the availability of facilities and infrastructure. Whereas constrain factors are lack of commitment, lack of budget allocation, invalid data and information of small industries, the placement and rotation employees system has not yet to consider the competence, lack of internal coordination as well as the limited number of apparatus; and (3) there are 20 competencies apparatus needed in coaching small industrial, which can be developed through four types of education and training, in cooperation with relevant stakeholders. Policy recommendations include the establishment of policies in the percentage of budget allocation for the competency development in every office, setting policy in the civil service system with respect to the competence and capability of apparatus, establishment of policies to reactivate the functional instructor of industrial
