Abstract

This paper investigates whether ownership structures, earnings management, growth opportunities, free cash flow hyphotesis are related to firm performance, as measured by economic value added. This paper use sample nonregulated companies during crisis period, 1998-2001. We find that during this period the management creates value. Our result also suggest that blockholders and free cash flow hyphotesis have indirect effects to economic value added through corporation policy, such as investing and financing. Interestingly, earnings management have direct effect to economic value added. These results imply that separation of management group ownership and control has significantly more negative relation to creating value in countries with low shareholders protection, as in emerging markets, whereas large blockholders have significantly more positive relation.Keywords: Ownership Structures, Earnings Management, Free Cash Flow Hyphotesis, Economic Value Added

Abstract

The implementation of the policy is not just discussing the problem of implementing the decision, but further the implementation of the policy discusses the actualization step which is more interactive between the government and the community. Disaster preparedness is one of the important concerns in non-natural preparedness, namely minimizing the risk of technological failure on ships. Oftentimes news of ship accidents occur because of technological failures and the unreadiness of personnel to provide facilities in the ship production process. The purpose of this study is to examine the implementation of PT DRU's preparedness in dealing with disaster risks. In general, PT DRU has not yet collaborated with various disaster agencies to anticipate the occurrence of major disaster risks. The responsiveness of PT DRU through HSE as a unit that handles disaster preparedness on an internal basis shows the organization's lack of progress in increasing the capacity of personnel and completeness of safety facilities. In the organizational unit it shows that HSE was formed when PT DRU was established because of the importance of disaster risk management units by optimizing disaster preparedness through training.

Abstract

The information and communication technology universal service obligation (ICT USO) was an instrument of the policy of the government in order to overcome the ICT development gap. Unfortunately, this instrument could not providethe most favorable value to the community due to the lack of synchronization between the Central Government and the Local Administrations in the ICT USO activity. With the use of the institutional-based view (IBV) theory, which was enriched withthe New Institutional Economic Sociology (NIES), this study used the soft systems methodology based-action research that was enriched with social network analysis. The results of this study showed that (1) the governance structure in the ICT USOactivity did not run well; (2) the absence of the synchronization of the ICT USO activity between the central government and the local administrations; (3) the absence of the harmonization of the relations between BP3TI with the local administrations;(4) the lack of the involvement of the local administrations including the social institution of the community as the intermediary organization. Subsequently, there was a necessity for a strategy in the formulation, the implementation, and the control in theICT USO activity on the mechanism of the dynamics of relations between government levels so that it could provide the best service to the community. Therefore, the development of an efficient ICT USO would encourage the realization of a prosperousinformation community with high levels of competitiveness. Meanwhile, the contribution of the novelty in this research paper was to answer the strategic restructuring on various levels of policy-micro, meso, and macro in developing a governancestructure that could synchronize the strategy in the ICT USO activity with the hybrid of IBV and NIES.

Abstract

Penelitian ini memiliki tujuan untuk menganalisis upaya mitigasi dalam penanganan banjir di Kota Semarang untuk mendukung keamanan nasional. Bencana merupakan salah satu bentuk ancaman non-militer dalam keamanan nasional. Dalam keamanan nasional, bencana sebagai salah satu tolak ukur bahwa negara tersebut aman atau tidak. Bencana sangat mengancam kehidupan sosial masyarakat yang berlaku yang pada akhirnya mengancam keamanan nasional suatu negara. Ancaman yang dirasakan penduduk Indonesia adalah semakin marak terjadinya kejadian bencana yang terjadi di hampir seluruh Indonesia. Kota Semarang yang merupakan ibu kota Provinsi Jawa Tengah memiliki ancaman berupa banjir. Banjir di Kota Semarang pada tahun 2017 - 2021. Mitigasi bencana adalah salah satu bentuk usaha pemerintah Kota Semarang guna mengurangi risiko bencana banjir. Salah satu bentuk mitigasi yang dilakukan pemerintah Kota Semarang adalah pembangunan sungai Banjir Kanal Barat dan juga sungai Banjir Kanal Timur. Dengan dibangunnya kedua sungai Banjir Kanal Timur dan Banjir Kanal Barat diharapkan dapat mengurangi bencana banjir yang terjadi di Kota Semarang. Pemerintah juga harus memperbaiki rencana kontinjensi terhadap bencana banjir supaya pemerintah tahu apa yang seharusnya dilakukan untuk menghadapi bencana banjir kedepannya melalui mitigasi.

Abstract

Fiscal decentralization is a critical element in the implementation of regional autonomy where the central government gives authority to local governments to manage their finances independently. Pamekasan regency is one of the region that has succeeded in increasing the ratio of local own-source revenue (Pendapatan Asli Daerah/PAD) by rising the potential of its regional tax sector. However, several problems arising may cause inaccuracies in collecting local tax revenues. This study aims to analyze the potential loss of local taxes in Pamekasan regency. A qualitative approach sourced from primary data (interviews or filling the questionnaires) and secondary data (obtained and recorded by other parties, secondary data are the realization of Pamekasan Regency's original revenue) was adopted in this study. Results showed several potential tax leakages have occurred in Pamekasan regency with tax gap of 43% was sourced from total hotel tax revenue realization, 60.4% of total restaurant tax realization, 86% of total entertainment tax realization, 81% of total parking tax realization, and 32% of the total in groundwater tax realization. This study provides several policy recommendations for local governments to increase the potential for local tax revenues in the future.
