Abstract

Despite of its advantages in social dimension, English School still has limited articles on environmental issues. Many global ecological crisis has been dealt with constructivism and green theory because the failure of English Scholars to adopt new norms such as climate responsibility, sustainable development and environmental justice. This article would like to highlight the synthesis of the normative tensions and the regional studies within the environmental studies of English School using the case study of Indonesia ratification to ASEAN Agreement on Transboundary Haze Pollution. Pluralism and solidarism will be the conceptual instruments in criticizing the blindness of environmental analysis in the English School communities and also constructing the environmental-friendly English School theory. There are two main conclusions in this article. Firstly, Indonesia ratification of ASEAN Agreement of Transboundary Haze Pollution, the emergence of domestic environmental legislation and the adoption of environmental responsibility marked the end of pluralist hegemony in environmental studies. Secondly, Indonesia ratification of AATHP is one of the foundations of regional environmental governance in Southeast Asia.

Abstract

This article attempted to explain the relevancy of European sanction policy and ASEAN’s constructive engagement on Myanmar. In many case, normative power Europe theory which is pioneered by Ian Manners, has been an effective tool to explain the EU’s sanction policy. In this article, it will emphasize Thomas Diez’s postulation of the reflexivity of the EU’s identity as the main aspect of NPE. Consequently, it will elaborate on how EU’s identity is constructed against ASEAN who adopted constructive engagement. However, recent change in Myanmar has provoked the EU to postpone their sanction. It is puzzling because many reports from International Non-Government Organizations show that the reform in Myanmar is weak and unsustainable. ASEAN emerged as important partner for Myanmar in driving democratization and human rights regime construction in Myanmar.

Abstract

Global environmental governance is deeply undermined due to the problem of overlapping function and lack of funding. It is then important to trace the history of the construction of global environmental governance as an institution. This article would like to understand the dynamics of global environmental governance from Stockholm Conference in 1972 to Rio Conference in 1992. The changes between Stockholm Conference and Rio Conference will be analyzed using English School theory. English School theory has the potential to critically engage with the taken-for-granted norms and institutions. Pluralism and solidarism as the normative wings of English School can elaborate the key driver of global environmental governance. It is expected that this article can contribute to development of environmental studies of English School theory and the formulation of global environmental governance.Keywords: global environmental governance, English School theory, Rio Conference, Stockholm Conference, sustainable development

Abstract

The EU’s decision to exclude palm oil as renewable energy in the Renewable Energy Directive II (RED) faced critics and protest from Indonesia and Malaysia. However, the EU argued that the expansion of palm oil has direct link with deforestation and degradation of forest. This research is eager to understand the dynamic of the European Union environmental diplomacy in the case study of the EU-Indonesia palm oil dispute. This research found that the dynamic of the EU environmental diplomacy in the case study of the EU-Indonesia palm oil dispute has three phases namely the low-carbon economy, the EU green leadership and the EU-Indonesia trade war.

Abstract

Penelitian ini membahas perbandingan kebijakan luar negeri Hillary Clinton dan Donald Trump terkait legitimasi intervensi kemanusiaan dalam kebijakan luar negeri Amerika Serikat. Kedua kandidat calon presiden memiliki kebijakan luar negeri yang berbeda dan berlawanan. Pertanyaan penelitian yang dibahas adalah bagaimana memahami perbedaan kebijakan luar negeri Clinton dan Trump mengenai intervensi kemanusiaan dengan menggunakan teori English School. Konsep yang digunakan penelitian ini adalah intervensi kemanusiaan dan kebijakan luar negeri. Penelitian ini menghasilkan dua kesimpulan. Pertama, masalah hak asasi manusia yang dibawa oleh Clinton di berbagai negara dapat menjadi rivalitas baru bagi AS. Kedua, Tiongkok sebagai negara ekonomi terbesar di Asia harus siap menghadapi ancaman ekonomi dan keamanan yang dibawa oleh Trump atau Clinton.

Abstract

Penelitian ini membahas mengenai kerusakan reaktor nuklir Tokyo Electric Power Company di Fukushima akibat gempa bumi dan tsunami yang terjadi pada 11 Maret 2011. Kebocoran reaktor nuklir ini telah membawa dampak yang sangat merugikan bagi masyarakat Jepang. Bencana Fukushima menjadi simbol krisis legitimasi energi nuklir dalam menjawab kebutuhan energi dunia yang terus meningkat. Pertanyaan penelitian ini adalah bagaimana negara menghadapi kompleksitas dan dilema dalam legitimasi energi nuklir dalam ekonomi politik internasional dengan menggunakan studi kasus kebocoran reaktor nuklir Fukushima. Koalisi masyarakat sipil dan tekanan negara-negara anti-nuklir telah memperparah legitimasi energi nuklir. Penelitian ini adalah penelitian kualitatif dengan metode studi kasus dan process-tracing. Data penelitian diperoleh melalui wawancara, analisis media, dan tinjauan pustaka. Penelitian ini menjawab pertanyaan penelitian dengan menggunakan teori English School Theory dengan empat pilarnya yaitu pluralisme, solidarisme, masyarakat dunia dan masyarakat internasional. Konsep yang digunakan penelitian ini adalah energy security dan aktivisme transnasional. Hasil penelitian ini adalah faktor Tiongkok yang mengancam stabilitas kawasan, kepentingan ekonomi dan politik Amerika Serikat dan persepsi negatif masyarakat Jepang terhadap gerakan anti-nuklir telah mengembalikan legitimasi nuklir dalam kebijakan energi Jepang. Kontribusi penelitian ini terhadap pengembangan English School adalah penguatan teori masyarakat internasional sebagai teori yang menekankan sejarah di dalam menjawab dilema permasalahan dan menghasilkan analisis yang holistik dan komprehensif.

Abstract

AbstractThis research discussed the role of Permanent Court of Arbitration?s decision on the dynamic of South China Sea dispute. Court?s decision in July 2016 to regulate South China Sea based on UNCLOS?s regulation has provoked China?s objection. This research question is on how to understand the role of international law in the South China Sea dispute using English School Theory. To answer the research question, this research is using English School Theory with its two pillars namely pluralism and solidarism. This research shows two findings. First, the PCA decision has been used by the Philippines to be momentum for transformation from solidarist mode of foreign policy to pluralist mode. Secondly, the pluralism pillar of English School is more relevant in analyzing the role of international law on South China Sea Dispute.Key words: English School, international law, Permanent Court of Arbitration, pluralism, solidarism, South China Sea AbstrakPenelitian ini membahas peran Permanent Court of Arbitration (PCA) di dalam resolusi konflik Laut Tiongkok Selatan (LTS). Keputusan PCA yang menggunakan UNCLOS sebagai tata kelola LTS memprovokasi kemarahan Tiongkok. Pertanyaan penelitian ini adalah bagaimana memahami peran hukum internasional dalam konflik Laut Tiongkok Selatan menggunakan teori English School. English School dengan kedua pilarnya pluralisme dan solidarisme menjadi pisau analisis utama untuk menjawab pertanyaan penelitian. Penelitian ini menghasilkan dua kesimpulan. Pertama, keputusan PCA digunakan sebagai Filipina sebagai momentum transformasi kebijakan luar negeri Filipina dari solidarisme menjadi pluralisme. Abstract

AbstrakKolaborasi perusahaan multinasional, organisasi masyarakat sipil dan pemerintah sangat penting untuk melaksanakan pembangunan berkelanjutan. Munculnya inisiatif multi-stakeholder dianggap sebagai solusi untuk membawa pelaku yang berbeda bekerja sama dalam melindungi lingkungan dan pengelolaan pembangunan. Namun, kritikus berpendapat bahwa MSIs mengalami kekurangan akuntabilitas, legitimasi dan efektivitas. Penelitian ini akan menggunakan English School Theory (EST) untuk mengatasi perdebatan dengan menggunakan studi kasus tahun 2002 World Summit on Sustainable Development (WSSD) atau konferensi Johannesburg. Pertanyaan penelitian ini adalah bagaimana memahami MSIs untuk pembangunan berkelanjutan menggunakan EST. Artikel ini menggunakan kerangka kerja konseptual untuk mengevaluasi legitimasi, efektivitas dan akuntabilitas MSIs untuk pembangunan berkelanjutan.Kata kunci : korporasi multinasional, multi-stakeholder initiative AbstractCollaboration of multinational corporation, civil society organizations and governments is critical in implementing sustainable development. Emergence of multi-stakeholder initiatives is considered as a solution to bring different actors work together in protecting environment and managing development. However, the critics argue that MSIs are lack of accountability, legitimacy and effectiveness. This research will use English School Theory (EST) to address this debate with the case study of 2002 World Summit on Sustainable Development (WSSD) or Johannesburg conference. The research question is on how to understand MSIs for sustainable development using EST. Abstract

Climate change is an urgent problem. Many countries have collaborated in mitigating the impact of climate change, including Indonesia and Japan. Both countries agreed on a scheme for cooperation in a low-carbon project, namely the Joint Crediting Mechanism (JCM). The implementation of JCM in Indonesia is new hope for Indonesia’s climate diplomacy in promoting clean and renewable energy. This research aims to review the application of JCM in Indonesia using the case study of the Jakabaring Solar Power Plant in Palembang. This research collected primary data through the interview with related officials, local companies, and civil society. This research showed that the Indonesian government did not consistently support clean energy development. Carbon-intensive industry players still played a dominant role in Indonesia’s climate diplomacy.

Abstract

This is a theoretical and conceptual review focusing the role and influence of non-governmental organizations (NGOs) in global environmental governance (GEG). This research will use the case of the relationship between Indonesia Sustainable Palm Oil (ISPO) and Roundtable Sustainable Palm Oil (RSPO). RSPO is established in 2004 acted as private self-regulation in standard setting of palm oil trade in accordance with global environmental conservation values. In 2011, Government of Indonesia established ISPO to compete with RSPO. This research aimed to contribute to the development of theory of environmental studies of English School through the reformulation of pluralism and solidarism and to understand the relationship between pluralism and solidarism. This research has three conclusion. Firstly, despite RSPO and ISPO have different characters and procedures but they have similarities in achieving betterment in environmental protection. Secondly, based on the difference between RSPO and ISPO, this research reformulate pluralism and solidarism’s contribution toward environmental studies of English School. Thirdly, global environmental governance is possible to be the middle way concept capturing the coexistence between pluralism and solidarism.Â
