<![CDATA[Most recent studies on social movement assume that collective action carried out outside established institutions takes a position to challenge political authority or government. Within this framework, the conflict between social movement and government is inevitable. Nevertheless, it is possible for social movement to carry out their missions without having to conflict with political authorities. In other words, social movement can collaborate with the government, for instance around the issue of environmental protection. In this regard, this study aims to analyze and to describe the relationship between the government and environmental protection movements around the campaign of Jelantah4Change. This research employed a descriptive qualitative approach with the methods of observation, interviews, and document studies. The study was analyzed based on the social movement perspective of Giugni and Passy (1998). The result demonstrates that the interaction occurs between the government and Jelantah4Change is still in a form of consensus. In the future, the interaction between the two parties needs to be carried out in the form of collaborative action. Keywords: Government, Social Movement, Environment, Jelantah4Change AbstrakKebanyakan studi mengenai gerakan sosial mendasarkan asumsinya bahwa aksi kolektif yang dilakukan di luar institusi-institusi mapan mengambil posisi menantang otoritas politik atau pemerintah. Dalam kerangka ini, konflik antara gerakan sosial dan pemerintah menjadi tak terhindarkan. Namun, harus diketahui juga, bahwa ada gerakan sosial yang menjalankan misinya tanpa harus berkonflik dengan otoritas politik. Dengan kata lain, gerakan sosial bisa berkolaborasi dengan pemerintah. Penyelamatan lingkungan menjadi salah satu area dimana gerakan sosial bisa bekerja sama dengan pemerintah. Terkait itu, studi ini bertujuan untuk menganalisa dan mendeskripsikan relasi yang terjadi antara pemerintah dan gerakan sosial yang fokus pada perlindungan lingkungan. Studi dilakukan terhadap gerakan Jelantah4Change. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode observasi, wawancara, dan studi dokumen. Penelitian dianalisis berdasarkan perspektif gerakan sosial dari Giugni & Passy (1998). Hasilnya adalah interaksi yang terjadi antara pemerintah dan Jelantah4Change masih bersifat konsensus.
