Abstract

Adanya budaya saling percaya dan saling menghargai tugas pokok dan fungsi masing-masing lembaga merupakan perwujudan dari makna sipakalebbi karena pada hakikatnya pengawasan yang dilakukan oleh Komisi Yudisial tidak dapat diartikan dalam arti sempit, yaitu Mahkamah Agung segera mengambil alih kewenangan pengawasan yang telah melekat pada Mahkamah Agung. Komisi Yudisial. Pengawasan dari aspek administrasi terkait proses peradilan tetap berada di Mahkamah Agung, termasuk pengawasan fungsional oleh Majelis Kehormatan Hakim Agung. Fungsi pengawasan Mahkamah Agung bersifat internal, sedangkan Komisi Yudisial melakukan pengawasan eksternal untuk mengukuhkan kedudukan hakim sebagai benteng terakhir tegaknya supremasi hukum di Indonesia. Mahkamah Agung sangat berkepentingan dengan pengawasan eksternal yang tepat dan efektif oleh Komisi Yudisial. Apabila pengawasan yang dilakukan oleh Komisi Yudisial dapat dilaksanakan dengan baik dan mencapai tujuannya, maka pengawasan terhadap perilaku hakim oleh Mahkamah Agung juga tercapai. Saling percaya, saling menghormati, dan menghargai capaian setiap tugas yang telah digagas kedua lembaga merupakan tugas penting ke depan yang perlu dilakukan untuk saling menguatkan sebagai bagian dari implementasi budaya sipakalebbi, prinsip luhur. tugas dalam rangka membangun perilaku hakim yang bersih, berwibawa, dan mandiri dapat dilaksanakan dengan baik.

Abstract

In the history of the implementation of elections in Indonesia, the term election supervision actually only emerged in the 1980. In the implementation of the elections which were first held in Indonesia in 1955, the term election supervision was not yet known. In that era,trust was built among all participants and citizens regarding the implementation of elections which were intended to form a parliamentary institution which is currently it is called as constituent.Although the ideological conflict at that time was quite strong, it can be said that thre was very minimal fraud in the implementation of the stages,even if there was friction outside the area of the election,the friction that emerged was a the logical consequence of the ideological struggle at that time until now the belief that Bawaslu must be able to work synergistically with all elements of the nation Kata kunci: Election supervisory body and democratic system

Abstract

Participation literally means participation. in a political context this refers to citizens' participation in various political processes. Political participation can also be understood as the process of citizen involvement in all stages of policy, from decision making to decision evaluation, including the opportunity to participate in the implementation of decisions. Widespread political participation is a hallmark of political modernization. The term political participation has been used in various meanings related to behavior, attitudes and perceptions which are an absolute requirement for political participation. Huntington and Nelson have written it in their book No Easy Choice: Political Participation in Developing Countries which is interpreted as “By political participation we mean activity by private citizens designed to influence government decision making. Participation may be individual or collevtive , organized or spontaneous , sustained or sporadic , peaceful or violent , legal or illegal , effective or ineffective”. From the above definition we can conclude that political participation is the activity of citizens acting as individuals, which are intended to influence decision-making by the government. Furthermore, from the above definition it can also be concluded that participation can be individual or collective, organized or spontaneous, continuous or sporadic, peaceful or violent, legal or illegal, effective or ineffective.
