Dynamic Governance is the government's ability to formulate and implement policies in anticipation of rapid changes. The principles of Dynamic Governance are thinking ahead (the ability to identify environmental factors), thinking again (the ability to review various policies, strategies, and programs that are currently running) and thinking across (the ability to adopt thoughts, opinions and ideas outside the minset). As an institution that manages the economy, the BUMP pesantren continues to strive to become a dynamic institution, by trying to follow two major elements of the concept of dynamic governance, namely: dynamic capabilities and institutional cultures. Thinking ahead is the ability to analyze future developments. BUMP has carried out various business activities that keep up with the times by developing businesses that use information technology. Thinking again, BUMP always conducts business activities by visiting Islamic boarding schools which also have quite advanced business fields. Thinking across is BUMP's ability to learn from experiences or policies of other institutions and can adopt these policies to be implemented as needed.

Pembuatan SPK dan penelitian ini dilatarbelakangi oleh susahnya santri dalam melakukan izin harian di pondok pesantren salafiyah syafiiyah sukorejo situbondo. Dimana Ketika santri akan melakukan izin, mereka harus meminta tanda tangan dari kasubag asrama kemudian ditukarkan dengan surat izin di kantor perizinan putra. Izin harian santri ini di berikan oleh petugas perizinan dengan proses manual sehingga sering terjadi perbedaan pemberian izin antara petugas perizinan yang berakibat tidak tepatnya pemberian izin kepada santri. Dalam penelitian ini timbul beberapa permasalahan yaitu bagaimanakah cara membuat Sistem Pembantu Keputusan (SPK) yang mampu memberikan pertimbangan dan acuan dalam pemberian izin santri sehingga memudahkan santri dalam melakukan izin harian,serta mencari solusi keterlambatan izin santri. Dalam penelitian ini metode yang digunakan merupakan salah satu metode dari Data mining yaitu Naïve Bayes Classifier (NBC) dengan Laplace correction (LC) untuk memprediksi keterlambatan izin santri berdasarkan data yang sudah ada dimasa lalu dan di buat dengan bahsa pemrograman PHP & MYSQL. Kesimpulan dari penelitian ini adalah mempermudah santri dalam melakukan izin, mengurangi terjadinya human error dalam memberikan proses izin serta memprediksi keterlambatan izin santri menggunakan SPK yang dibangun menggunakan Algoritma NBC dengan LC sehingga memberikan akurasi yang tepat dan menjadi acuan dalam memberikan proses izin

Didalam pemerintah daerah Situbondo memiliki jajaran mulai dari bupati sebagai Pemerintah daerah Situbondo merupakan salah satu daerah yang berada dibawah pemerintah provinsi Jawa Timur Pemerintah daerah Situbondo merupakan salah satu daerah yang berada dibawah pemerintah provinsi Jawa Timur. Didalam pemerintah daerah Situbondo memiliki jajaran mulai dari bupati sebagai pemimpin kabupaten dan dinas sebagai pembantu dari masing-masing bidang yang ada, salah satunya yaitu Dinas Koperasi, Perindustrian dan Perdagangan. Awal dari dinas ini merupakan dua dinas yaitu dinas Koperasi dan dinas Perindustrian Perdagangan yang digabungkan menjadi satu sesuai dengan Perundangan Bupati Situbondo pada tahun 2021. Untuk memberikan informasi terkait seluruh kegiatan dari berbagai bidang yang berada pada Dinas Koperasi, Perindustrian dan Perdagangan perlu adanya sebuah tempat atau halaman yang dapat diakses dengan cepat dimanapun dan kapanpun DISKOPERINDAG Situbondo butuh adanya website. Website adalah kumpulan dari beberapa halaman situs yang terdapat dalam sebuah domain atau subdomain yang berbeda didalam World Wide Web (WWW) di semua jenis internet yang sebagai tempat pencarian informasi yang bisa diakses dengan mudah, biasanya website berisi halaman dibawah homepage (child page) berisi hyperlink ke halaman lain dalam website.

Pondok Pesantren Salafiyah Syafi'iyah Sukorejo Situbondo provides a payment application called SIMANTAP. This application aims to make it easier for guardians of students to make payments for bills given by Islamic boarding schools. Along the way, some obstacles arise; users tend to give their views in a comment. These comments will later provide an overview of the user's response to the SIMANTAP application. This study will analyze comment data using the Naïve Bayes Classifier. The data was taken from September 2021 to October 2021. As a result, users tend to give a positive response of 89%. Based on the test data results using the Naïve Bayes classifier algorithm, the classification can predict quite well; this is shown by the precision results of 82%, 97% recall, and 89% fi-score.

Here are two communication methods within organizational and institutional communities, namely oral and written communication. Oral communication is commonly carried out by everyone involved in the institution/organization, such as everyday communication without standardized guidelines, not bound normatively, all conducted in a relaxed and familial atmosphere. Meanwhile, written communication is conducted through standardized forms, types, and formats. Official documents serve as a written communication tool to convey information to stakeholders so that what is written can be understood correctly and effectively. Mistakes in composing official documents can result in misunderstandings for the message recipients. Through this assistance, the aim is for all involved parties, especially personnel within the Higher Education Division of Salafiyah Syafi'iyah Islamic Boarding School Sukorejo, along with all its coordinating areas, to understand the protocol for official document drafting. The absence of drafting guidelines prompted us to conduct this assistance. The method used in the assistance implementation involves guidance on technical aspects of drafting official letters, practice in creating official documents in various forms, types, and formats. Additionally, we conducted observations, interviews, and collected necessary official document samples. The expected final outcome is the development of a drafting protocol as a guideline for administrative management. All participants in the training workshops and discussions showed enthusiasm, thus facilitating the tangible realization of the expected official document drafting protocol draft.
