Abstract

As the executor of government policies, the State Civil Apparatus (ASN) upholds the principles that have been established based on the laws and regulations, one of which is the principle of neutrality. However, violations of ASN neutrality cannot be avoided, this problem is influenced by various motives. The Regional Head Election (pilkada) in Solok district in 2020. To see these motives, the authors conducted research using descriptive qualitative methods. Informants from the research were determined by purposive sampling technique. Data were taken by interview, observation, and documentation. Then the data is processed by source triangulation. So that the research results show that violations of ASN neutrality occur due to internal motives and external motives. The internal motives are the desire to get a better position and the emotional closeness between ASN and the candidate pair. Internally, the position is threatened if it does not side with one of the candidates who are predicted to win. The limited authority of Bawaslu in terms of following up on ASN who commits a violation is a gap for ASN to commit a violation

Abstract

Artikel ini membahas tentang komunikasi kepemimpinan wali nagari barulak kecamatan tanjung baru dalam mengelola kebijakan pemerintahan nagari yang berada di Nagari Barulak Kecamatan Tanjung Baru Kabupaten Tanah Datar. Permasalahan komunikasi dalam kepemimpinan Wali Nagari Barulak dalam mengelola kebijakan pemerintahan nagari sangat beragam dan kompleks. Beberapa permasalahan yang terjadi di Wali Nagari Barulak adalah sebagai berikut:kurangnya komunikasi efektif: ketidaktersediaan informasi, komunikasi hierarkis yang kaku, media sosial dan teknologi, keterbatasan sumber daya,dan pola komunikasi tidak teratur.Metode yang digunakan dalam penelitian ini adalah penelitian kualitatif dengan pendekatan deskriptif. Teknik pengambilan data berdasarkan observasi langsung, wawancara, dan studi kepustakaan. Hasil analisis dari artikel ini yaitu komunikasi kepemimpinan wali nagari barulak memiliki peran penting dalam membangun hubungan yang baik antara pemimpin dan masyarakat, serta dalam memastikan pengambilan keputusan yang lebih baik untuk kemajuan nagari. berikut beberapa prinsip dan strategi komunikasi kepemimpinan yang dapat diterapkan oleh wali nagari:transparansi, komunikasi dua arah, penyampaian visi dan tujuan, keterlibatan masyarakat, adaptasi gaya komunikasi, penanganan konflik, pemanfaatan teknologi, edukasi dan kesadaran, konsistensi.

Abstract

This research aims to find out and understand the management of the regional revenue and expenditure budget at the South Solok Regency Regional Financial Management Agency, as well as the obstacles and efforts made. The type of research carried out was descriptive-qualitative. Researchers select informants according to certain predetermined criteria. Data collection techniques in this research used observation, interviews, and documentation studies. The data analysis technique in this research was carried out using four data analysis steps, namely data collection, data reduction, data presentation, and drawing conclusions. Based on the research results, it was found that managing regional income and expenditure budgets requires four stages, namely the planning, implementation, monitoring, and evaluation stages. In the monitoring stage, there are two important roles that must be played, namely community participation and NGOs. With the active and involved participation of the community and NGOs in monitoring the implementation of regional revenue and expenditure budgets, there has been a positive increase in the accountability of regional fund management. Technical obstacles to realizing accountability in managing regional revenue and expenditure budgets in South Solok Regency. Efforts to overcome obstacles in managing regional income and expenditure budgets in the BPKD of South Solok Regency include increasing supervision through internal and external audits, active community participation, and increasing the competence of village officials and organizational commitment. By involving all relevant parties and implementing mechanisms that allow for regular monitoring and evaluation, it is hoped that better accountability can be created in managing regional income and expenditure budgets.
