Abstract

Jaringan jalan di Kalimantan Timur belum mampu menjangkau kegiatan ekonomi di wilayah utara dan barat, belum semua memenuhi persyaratan kelayakan teknis seperti kekuatan jalan yang mengakibatkan kerusakan jalan dan kerugian besar merupakan permasalahan. Oleh karena itu untuk merekomendasikan pengembangan transportasi jalan untuk mengantisipasi pertumbuhan di Provinsi Kalimantan Timur. Melalui studi pustaka, hasil-hasil penelitian dan publikasi ilmiah terkait, maka analisis secara deskriptif evaluatif untuk mengajukan solusi pengembangan transportasi jalan yang efektif penulis lakukan. Dengan demikian ditemukan meningkatkan pelayanan transportasi jalan di kawasan Kalimantan Timur Utara, kawasan Kalimantan Timur Tengah, kawasan Kalimantan Timur Selatan, pembangunan dan peningkatan jalan menjangkau kabupatenkabupaten dengan daya dukung sesuai beban lalu lintas, menaikkan indeks aksesibilitas, pembangunan terminal barang dan penumpang serta jembatan timbang di lokasi sesuai prioritas, meningkatkan dukungan terhadap MP3EI, KEK dan KPI. Abstract

Penggunaan bahan bakar minyak transportasi masih terus meningkat antara lain karena pertumbuhan kendaraan bermotor yang sangat cepat dan belum terkendalikan. Masalah utama adalah bagaimana pengelolaan penggunaan BBM secara efektif. Metode yang digunakan adalah deskriptif evaluatif, dan melakukan analisis kebijakan publik untuk mengajukan langkah yang perlu ditempuh. Abstract

Commuter train is one mode of transportation that get PSO aid from the government. The problems related to PSO (Public Service Obligation), among others, are the absence of a common perception on the understanding/definition of PSO and yet all PSO activities are done through a tender process, different basic calculation on the required PSO fund among PSO-executing SOEs, no separation between PSO business activities and non- PSO business activities in the financial statement. In addition, the compensation given by the government for PSO assignment is not sufficient, so that the commuter train service faces many disruptions. For example, the matter of delay reflects that train is not reliable, rails and bridges are not in the prime condition, the signal has been fade, overflow electric current (pantograph)is frequently disrupted. The purpose of this study is to understand and evaluate the provision of PSO in order to maximize the commuter train services. The benefit of this research is to contribute ideas related to the administration of PSO so that people can feel the benefits. The method used is qualitative approach, descriptive analysis, and evaluation on the policy of PSO provision. The results of this study are divided into: PSO provision for economy-class trains, commuter services in Jabodetabek, asserting the separation of service types, support for PSO service improvement, and performance-based planning concept. Abstract

The research objective is to identify and analyze the development problems of Lake Toba regional and support the accelerated development. The results are on the development of tourism region of Lake Toba of which improve accessibility and connectivity of transport from / to the tourist locations around the area of Lake Toba to build toll roads Kualanamu- Parapat, Silangit-Parapat and feeder roads as well as liaison adequate and smooth traffic, safe, congratulations. This research is Qualitative descriptive using a qualitative analysis approach and public policy analysis to find the steps of developing national tourism strategic areas.

Abstract

The purpose of this study is to conduct a review of the existing navigation system at the airport and integrate to the flight navigation system that has been developed by the Ministry of Research and Technology to be applied to Airports in Indonesia. The research method used is qualitative research method through literature study, literature, benchmarking. Automatic Dependent Surveillance Broadcast (ADS-B) is a system designed to replace radar functions in air space management for civilian transport, can serve as a substitute or for traditional radar-based aircraft surveillance supplements. The use of ADS-B was recommended by the International Civil Aviation Organization (ICAO) in May 2006. Using ADS-B, detection would be better and more accurate than when using a radar system where existing radar systems can not detect unobstructed aircraft . The use of the ADS-B system in Indonesia began in 2006, in partnership with SITA and Thales. In this regard, Indonesia has 30 (thirty) earth stations ready for operation. In general, both flight monitoring systems are very helpful for APP operators (Approach and departure control) in terms of providing a picture of flight traffic conditions around the airport.

Abstract

The objective of the research is to actualize the reinforcement in the national logistics system, to encourage the creation of reliable and competent logistics human resources and to have the standard of needs set. The fundamental issues in ASEAN regional trade are eliminating existing problems and obstacles, among others (1) the absence of integrated policies and laws and regulations; (2) the limited number and qualification of Logistic and Supply Chain Management (SCM) human resources (3) the high cost in loading and unloading activities at ports; (4) inadequate infrastructure of deep sea transportation in supporting port activities; (5) there are still many less relevant licenses; (6) the excessive licensing time. The research is qualitative descriptive, with concept analysis method. Focusing on a pre-existing concept, to be better understood, described, explained and implemented in the field.

Abstract

 The purpose of this research is to identify the existing condition of East Nusa Tenggara (NTT) region in the provision of road and transportation infrastructure development and the provision of connectivity. The research method used is descriptive qualitative research methodology with policy analysis approach. Data collection uses secondary data obtained from various sources and processed for analysis and evaluation. East Nusa Tenggara Province has an area of 4,734,990 hectares with a total population of 5,036,687. From the total population, there are poor people of 1.1500.080 people or equal to 22.01 %. NTT province has a wide range of potential areas such as food crops, agriculture, plantations, livestock, forestry, fisheries and marine, and mining. Those resources along with human resources are expected to improve the welfare and economic growth of people in disadvantaged areas.

Abstract

The purpose of the research is to identify the problem in the port management information system, analyze what needs to be managed in the port management information systems, provide recommendations on the management of information systems management. The research method uses a qualitative analysis approach, in which the port management is still unsatisfactory, therefore, to manage port services requires technology application-based management information system the one that is currently being developed is Inaportnet, in the early stages of this technology application used for the port is already cultivated. The expected result is that the application of information technology-based systems are expected to increase the harbor management performance and the government is expected to direct, supervise and enforce the stakeholders in the port who violate the rules.
