Abstract

Digitizing government by utilizing the Internet, Communication, and Technology (ICT) is one of the biggest focuses on innovative actions and reforms through various instruments towards improving the quality of public service outcomes. This research discussed the governmental innovation and reform in the South Sumatera Provincial government, which has been trying to increase and improve governmental working transparency and accountability, public management system, and public service improvements known as “E-Sumsel.” By employing qualitative methods, the data collected and extracted from library research such as books, journals as well as the internet. Based on the result, it was found that “E-Sumsel” programs were established to shape digitalizing public management system and for democratic public service transparency and accountability. By focusing on transformations, the South Sumatera provincial government established “E-Sumsel” programs for showing any information about the information such as business opportunities, as well as about the government working. Meanwhile, it has identified several challenges in establishing “E-Sumsel” programs in the South Sumatera government, which remains high-incidence fiefdoms and a strong vertical orientation conspicuous among the governmental agencies. It needs further development to be resolved by creating a new innovative strategy to harmonize the provincial governmental standard operating systems in improving quality public management and public service. For this reason, innovative government action through “E-Sumsel” is very important mode to exist continuously in administrative reform in government institutions with governance innovation that influences each other.

Abstract

Women in pregnancy have special needs and may require different forms of physical, social, mental, and emotional support than others because they are very vulnerable to death, illness and injury during the Covid-19 pandemic. This article examines how the government plans to prepare some strategies and capacity to ensure pregnant women's safety during the Covid-19 pandemic in Palembang. We conducted a field study with essential questions in assessing the vaccination program for pregnant women, government, hospitals, print news, and online about the distribution of services and the availability of vaccination for pregnant woman are delaying. In this article, we found a significant disruption to the practice of vaccination of pregnant women in the city of Palembang during the COVID-19 pandemic. This is not only because of the closure of health services but also because of the lack of supply of vaccine distribution for pregnant women, so the vaccination program for pregnant women has been delayed. We urge the government to strengthen the strategy and capacity to ensure that vaccination services for pregnant women are available in the city of Palembang because even though the Covid-19 pandemic is currently sloping, there is still a possibility that it will rise again.

Abstract

This research examines the political economy of policies and policy networks in Palembang policies to handle pandemic. So far, policy studies with a political nature have always placed policy products as the result of the compromise based on "profit and loss" between stakeholders. Therefore, policy products always prioritize rationality. The significance of our research is trying to analyze rational and non-rational factors in policy studies with a political character. Our research focus is pandemic policy in Palembang City. We use a political economy approach to analyze policy network which assumes that every policy always involves networks -state and non-state - having an interest in the policy. The method we use is a case study-based qualitative method with a data collection strategy through in-depth interviews for primary data and documentation studies to collect secondary data. The study found that the character of policy network for dealing the pandemic in Palembang was a bureaucratic network in which the stakeholders were dominated by the bureaucracy. Then, we also find that in policy studies in crisis situations, the "humanity" factor appears as the interests of the stakeholders, who generally prioritize the factor of rationality.
