Abstract

Reform of public services with a new mechanism of interaction between the government and society with changes in the service system that involve the public in decision- making. The purpose of this study is to analyze the readiness of human resource development in electronic government-based licensing services, constraints in their application, and find an electronic government development model in order to improve the quality of licensing services at the East Luwu Eats Investment and One-Stop Integrated Service (DPMPTSP) Office, using descriptive. Qualitative research methods. The results showed that the policy model for developing electronic government-based licensing services at DPMPTSP Eats Luwu Timur is at the transaction level, even though it is at the transaction level, but the support of service users in developing e-government-based services is still low, therefore, there is a need for collaboration and integration between the government, the community and related stakeholders in developing and optimizing the use of electronic government in East Luwu district government environment by developing a government-based electronic service model, people can be active participate in the policy formulation process, without being limited by time and space.

Abstract

ABSTRACT This research was attempted as a more methodical critique maneuver to look at the use of gadgets in terms of their influence on social attitudes and student learning behavior as well as the factors that allow both of them to be discussed further. This qualitative research with a phenomenological approach relies on the quality of the data that has been collected using standard qualitative research instruments, namely observation, interviews, as well as documentation and encryption of the results of the interviews as primary data sources. Six of the respondents were students of grades IV, V, and VI; three teachers of the same class and three guardians of students were also involved, so the total sample size was 12 people. The findings show that there are various negative and positive impacts in terms of the use of gadgets on social attitudes and student learning behavior, as well as potential factors that also influence them which have contributions and influence characteristics that tend to differ between variables. Keywords: Gadgets, Social Attitudes, Learning Behavior ABSTRAK Penelitian ini diupayakan sebagai manuver kritis yang lebih metodis untuk melihat pemanfaatan gadget dalam hal, pengaruhnya terhadap sikap sosial dan perilaku belajar siswa juga faktor-faktor yang memungkinkan keduanya dapat didisikusikan lebih jauh. Penelitian kualitatif dengan pendekatan fenomenologis ini mengandalkan kualitas data-data yang telah dikumpulkan menggunakan instrumen standar penelitian kualitatif yaitu observasi, wawancara, serta dokumentasi dan enkripsi hasil wawancara sebagai sumber data primer. Enam di antara responden adalah siswa kelas IV, V, dan VI; masing-masing Tiga Guru kelas yang sama serta Tiga Wali Murid juga dilibatkan yang dengan demikian totol keseluruhan sampel menjadi 12 orang. Temuan menunjukkan, bahwa terdapat dampak negatif dan positif yang bervariasi dalam hal penggunaan gadget terhadap sikap sosial dan perilaku belajar siswa, demikan pula dengan faktor-faktor potensial yang juga mempengaruhinya memiliki kontribusi dan karakteristik pengaruh yang cenderung berbeda antar variabel. Kata Kunci: Gadget, Sikap Sosial, Perilaku Belajar
