Abstract

Abstract. Technology-based village financial system management in Sumenep Regency has been implemented since 2018. The management is in the form of the Siskeudes application which helps accelerate planning, data collection and village financial management, and encourages transparency of the village management system. The main obstacle to using the Siskeudes application is the capacity and competence of village officials and village operators. This research uses a qualitative method with a case study approach and obtains data through in-depth interviews, documentation and observations. The results of the study suggest that the siskeudes application is very helpful in managing village finances, and the use of the siskeudes application must be supported by the competence of village officials and operators by covering, 1) educational qualifications, 2) the intensity of financial management training with and using the siskeudes application, and 3) self-development efforts. village officials and operators. Competence or resources of village officials and village operators as the main factor in the smooth management of technology-based village financial systems. Technology-based financial system management supported by operator competence can accelerate reporting, ease public accessibility and financial management innovation. Abstract

This study aims to analyze the influence of Employee Motivation on Organizational Performance at the Regional Development Planning Board (Bappeda) of Banyuwangi and Jember Regencies. This study uses a quantitative descriptive research method. The population and sample amounted to 98 respondents consisting of all employees of the Regional Development Planning Agency of Banyuwangi Regency and Jember Regency.  The instrument and data analysis technique used in this study is Partial Least Square (PLS). For data collection techniques using questions (questionnaires) or questionnaires distributed to all respondents.There are five indicators in the employee motivation variable used in this study, namely: 1) physical needs, 2) needs for security and safety, 3) social needs, 4) self-esteem needs, and 5) self-actualization. For organizational performance variables, there are six indicators used in research, namely 1) effectiveness, 2) efficiency, 3) quality, 4) productivity, 5) quality of work life, 6) learning and innovation. The results of this study indicate that employee motivation has a significant effect on organizational performance in the Regional Development Planning Agency (Bappeda) of Banyuwangi and Jember Regencies.

Abstract

Policy implementation is very dominant in determining the success of the policy. The success of the policy is 60% determined by the implementation of the policy, planning, and evaluation of each 20%. However, in its application, the concept of policy implementation triggers a revitalization debate related to the development of democratic orientation and post-positivist methods. a concept that was born and developed in Latin America and the West is not easy to apply in developing countries. The political environment and sectoral social conditions determine the optimization of policy implementation. so that selective policy implementation is needed. The purpose of this study is to explain the influence and importance of democracy and local politics on policy implementation in the Madura region. The approach used is qualitative with primary and secondary data collection through interviews, observations, documentaries, and FGDs. Data analysis uses the Miles and Huberman model, namely data reduction, data display, and verification. The results show that the concept of policy implementation is closely related to the political and democratic environment. Local political conditions and the running of democracy affect the optimization of policy implementation. The dynamics of democracy in the Pilkada in the Madura Region are still elitist which results in weak public participation and the strengthening of basic food and money politics. Public gatherings, mass media, political parties, and civil liberties also do not serve to encourage accommodation of the public interest in policy and policy implementation. So that local politics which is marked by weak democracy in the Madura region has implications for the low quality of policy implementation.

Abstract

Artikel ini bertujuan menjelaskan tentang efektifitas vaksinasi Covid-19 dan pembentukan herd immunity sebagai upaya mencegah penularan Coronavirus 19 serta mengantisipasi gejala infeksi virus yang akut. Perkembangan kasus covid-19 di Indonesia terus mengalami pengingkatan hingga bulan Agustus 2021. Upaya untuk mencegah penularan covid-19 terus berlangsung hingga dilakukannya kebijakan vaksinasi nasional yang diprediksi sebagai solusi paling ampuh mengatasi pandemi covid-19. Namun di beberapa daerah seperti di wilayah Madura kebijakan vaksinasi capaiannya masih rendah, sehingga upaya untuk membentuk herd immunity lamban dan sulit. Penelitian ini mengunakan metode diskriptif kualitatif dengan pengambilan data melalui wawancara, website dan situs resmi satgas covid-19 dan media online yang kredibel. Data dan informasi ditriangulasi dengan tujuan peningkatan pemahaman peneliti. Kemudian dilanjutkan pada reduksi, display dan verifikasi data untuk menjadi hasil dan kesimpulan yang mendalam. Hasil penelitian ini mengungkapkan bahwa efektivitas kebijakan vaksinasi di wilayah Madura hingga awal bulan September 2021 masih rendah. Beberapa faktor diantaranya: rendahnya partisipasi warga, lemahnya intensitas sosialisai dan keterlibatan langsung tokoh agama dan masyarakat, persepsi masyarakat tentang covid-19 dan banyaknya gejala pasca vaksinasi yang tidak segera diatasi oleh pemerintah dan tenaga kesehatan.
