Abstract

International humanitarian law in armed conflicts, the majority of whose contents originate from the results of the Geneva Convention, is the law used to protect human rights during an armed conflict. Based on research conducted by the International Red Cross Committee, video games that are now popular among the public, especially in the military genre, often ignore or contradict aspects of international law. This research was conducted to determine the knowledge of international law in armed conflict and its relationship to the level of compliance through military simulation video game scenarios. The scenario-based framework is a method used to develop game scenarios. The scenario was developed using an ARMA 3 video game editor and created to describe a situation of armed conflict where the respondent will take action whose results reflect the respondent's level of compliance with international law. Each respondent obtained two types of scores, the first is knowledge scores obtained from filling out questionnaires, and the second is compliance scores obtained from the results of running scenarios in the game. The score is divided into 12 parameters relating to aspects of international law in armed conflict. After the two types of scores are obtained, an analysis is carried out to determine whether the respondent's knowledge level influences the compliance level. The study's results showed that the respondent's knowledge and compliance levels were very high. The results of the comparative analysis show that only ten parameters have a level of knowledge that influences the level of compliance.

Abstract

Information technology governance is part of organizational management that includes leadership and ensuring that information technology has a broad scope to meet needs. The concept of IT Governance is a method of managing technology users in. The company, in this case, provides IT needs and solutions to customers ranging from hardware, software, and services. A good business case will include the problem in information technology governance, especially when it comes to maintenance related to POP or Post Office Protocol which is the internet protocol used on TCP/IP networks such as the internet. In this study, the framework used as a reference in IT development is COBIT 5. The domain processes studied are EDM02 – Ensure Benefits Delivery, APO07 – Manage Human Resources, and APO10 – Manage Suppliers, who can evaluate IT governance at this Company. The research method used is Gallego's Theory starting from planning, field inspection, reporting, and follow-up. The results of this study were obtained from the evaluation of information technology governance in the Company got to level 1 capability with fully achieved achievement but could not move up to the next stage, that is, level 2, resulting in a gap analysis of 1 level from the target level expected by the Company.

Abstract

The industrial company specializing in garment products uses information technology called ERP System to support daily activities. The information technology used is close to unavoidable problems. The problems in this company are internet and VPN connections being interrupted/disconnected, computer hardware damage, and user understanding of applicable information technology SOPs. To solve these problems, COBIT 5 was chosen to overcome existing problems by evaluating existing IT governance to produce and measure the level of capability and solution to problems. This research uses three processes, namely APO01, APO12, DSS03, which are obtained from the results of mapping the vision, mission, and problems faced by the company. Data were collected by interviewing resource persons: IT Managers, Accounting and Tax Managers, and the staff concerned. Moreover, they conducted a literature study on COBIT 5 to obtain the value of gap results and capability levels as recommendation guidelines. The result obtained is that the capability level is at level 1. The level gap is 1 level, comparing current conditions with the company's expected conditions. Ten recommendations are given to the company from the results of discussions to improve and develop information technology governance.

Abstract

Technology insurance companies experience problems with HRIS (Human Resources Information System), where there is no SOP in handling process problems and the risk of handling server problems and data operations that cause data leakage crimes in the HRIS system within the company. The problems are evaluated for governance using COBIT 5 as a framework. There are four selected domains, EDM04, APO07, APO12, and DSS03, based on the COBIT 5 Analysis process, which is adjusted to the problem. Data were collected through interviews with business, IT, management, and company directors. The results are at capability level 1. The EDM04 process gets an average of 73.44%, the APO07 process gets an average of 68.8%, the APO12 process gets an average of 57.36%, and the DSS03 process gets 59.7%, where the target company is level 2. The recommendations aim to increase the level of capability to the level targeted by the company.

Abstract

The development of information technology brings every company to take advantage of the technology they have. The utilization of information technology must be supported by good information technology governance. PT Permodalan Nasional Madani (PNM) is an Indonesian State-Owned Enterprise (BUMN) that is engaged in financial services. PT Permodalan Nasional Madani aims to assist the development of micro, small, medium, and cooperative enterprises. PT Permodalan Nasional Madani uses the PNM Digi application system in running the company. With the existing problems, PT Permodalan Nasional Madani needs to evaluate its IT governance by conducting an information technology audit. In conducting the audit, a framework is needed, namely COBIT 5 to measure the level of capability possessed by the company. This audit is carried out using the information technology audit stages that focus on 4 to 5 COBIT 5 processes that are priority improvements. The results of this audit will be in the form of an audit report containing findings, measurement results of capabilities, impacts if not corrected, level of gaps, and recommendations for improvement to recommendations for increasing levels for PT Permodalan Nasional Madani.

Abstract

Restrictions on community activities or in some areas also called lockdowns have been carried out by many countries in order to reduce the spread of Covid-19. Various methods are used to monitor the implementation of these restrictions, this study uses a new approach by using satellite imagery at night commonly called Night-Time Light (NTL) Data. This research using a sample of 381 coordinate points was taken in public places in Jakarta. The data was collected using the VIIRS Stray Light Corrected Nighttime Day/Night Band Composites Version 1 dataset from Q1 2019 to Q2 2022. The results of these satellite photos were then converted into numerical form and correlated with the timeline for the restriction of community activities in the Jakarta area. The result is there is a slightly decreasing in light intensity when entering a period of Covid-19 at the beginning of 2020 until 2022 with a percentage of around 1% - 16% in various sectors. This decreasing light intensity has a slight correlation with mobility data for several sectors. The mobility data show a huge difference at the beginning of Covid-19, which shows a decrease in the activity of up to 60%.

Abstract

PT Sumber Alfaria Trijaya merupakan perusahaan di Indonesia yang telah menerapkan teknologi informasi pada proses bisnis berbasis aplikasi Electronic Transaction yang digunakan oleh karyawan internal pada setiap gerai Alfamart. Aplikasi ini berhubungan dengan layanan transaksi elektronik. Proses bisnis yang berjalan terdapat kendala seperti jaringan data center dan partner Alfamart serta server yang mengalami heavy traffic. Solusi yang dapat digunakan untuk mencapai tujuan bisnisnya dengan pendekatan Enterprise Architecture untuk mengidentifikasi arsitektur target saat ini dan yang diharapkan serta melakukan gap analysis. Kesenjangan tersebut dijadikan sebagai rekomendasi yang harus dipenuhi dalam menjawab permasalahan yang ditemukan. Metodologi yang digunakan adalah TOGAF ADM yang berbasis proses dan memberikan fleksibilitas dalam menggunakan artefak sesuai dengan kondisi spesifik perusahaan. Kajian ini menghasilkan model bisnis dan arsitektur enterprise pada aplikasi Electronic Transaction, rekomendasi penguatan area bisnis, rekomendasi penyelarasan rencana TI dengan strategi bisnis, dan rekomendasi penggunaan solusi TI.

Abstract

The company specializes in delivering information and technology services to businesses operating in the same industry. Recognizing the pivotal role of information technology in achieving its vision, mission, and goals, the company emphasizes the proper implementation of IT governance to drive overall company success. To evaluate the management of IT resources, the study employs the COBIT-2019 framework for measurement. The data collection approach encompasses interviews, questionnaires, observation, and document analysis. The findings indicate that most IT governance processes currently operate at level 2 capability. However, the company aspires to reach level 3 for these processes. Consequently, recommendations are proposed to enhance these processes based on the best practices outlined in COBIT-2019. Key suggestions include implementing performance measurements and facilitating access to knowledge repositories to foster skill and competency development.

Abstract

This study examines the potential of leveraging incident management and IT Helpdesk principles from ITIL V3 to enhance the daily operations of an IT division. The research involved collecting email communication data between users and the IT division, as well as conducting interviews with individuals associated with the IT division and various company employees. The ITIL Maturity Level (ITML) method was utilized to analyze the findings, revealing that IT Helpdesk achieved a score of 3.5 (Quality Control), while incident management received a score of 2 (Process Capability). However, both areas fell short of meeting the requirements for level 3 (Products) according to the ITIL Self-Assessment table, resulting in a classification of "Not Comply." Nevertheless, incident management demonstrated the ability to standardize workflows and sustain service performance, which can be continually monitored and reviewed to ensure stable quality of IT services.

Abstract

The utilization of the Peoplesoft Campus Solution (MyUMN) technology, which has become excessively outdated, necessitates an evaluation, development, and rejuvenation of MyUMN to address any occurring issues with definitive solutions. An assessment of the Information Technology governance capability level is carried out using the COBIT 2019 framework. This research focuses on the following specific objectives: BAI03 (Managed Solutions Identification and Build), BAI06 (Managed IT Changes), and BAI07 (Managed IT Change Acceptance and Transitioning). The measurement results reveal that the capability levels for all three objectives are at level 2, while the targeted capability level is at level 4. Consequently, there exists a gap between these two levels. Recommendations encompass prioritizing the documentation of application development and conducting routine reviews of all completed change requests to ensure the alignment of change requests
