Abstract

The Achievement of the CIBFSC indicator target in Public Health Center of Palembang City can be said to be not optimal because most of Public Health Center have not received 100% capitation payments because they cannot meet the three service commitment indicators. As many as 63% of Public Health Center  that do not meet CN indicators; 44% of Public Health Center did not meet the RPPRV indicators and 5% of Public Health Center did not meet the NSRR indicator (KCU Health BPJS Palembang, 2018). The purpose of this research was to analyze the Achievement Factors for Capitation Indicators Based on Fulfillment of Service Commitments (CIBFSC) in Public Health Center of Palembang City. The type of research used was quantitative research with cross sectional study. This research was a population sampling or total sampling, which was 41 CIBFSC Public Health Center program holders in Palembang City. The instruments used in this research included questionnaires, interviews, and observations with bivariate analysis. The results of this research showed that transmission (p = 0,000); clarity (p = 0.007); consistency (p = 0,000); commitment (p = 0,000); incentives (p = 0.056), SOP (p = 0.001); fragmentation (p = 0,000). Keyword : Achievement, CIBFSC, Public Health Center

Abstract

Pencapaian target indikator Kapitasi Berbasis Pemenuhan Komitmen Pelayanan (KBPKP) di Puskesmas Kota Palembang dinilai belum optimal karena sebagian besar Puskesmas belum menerima pembayaran kapitasi 100% karena tidak dapat memenuhi ketiga indikator komitmen layanan. Sebanyak 63% Puskesmas tidak memenuhi indikator Angka Kontak; 44% Puskesmas tidak memenuhi indikator Rasio Peserta Prolanis Rutin Berkunjung dan 5% Puskesmas tidak memenuhi indikator Rasio Rujukan Non Spesialistik. Tujuan penelitian ini untuk menganalisis Faktor Pencapaian Indikator KBPKP di Puskesmas Kota Palembang. Desain penelitian cross sectional. Populasi penelitian ini total sampling, yaitu 41 pemegang program KBPKP Puskesmas Kota Palembang. Data dalam penelitian ini diambil melalui penyebaran kuesioner, wawancara, observasi dengan analisis univariat dan bivariat. Hasil penelitian menunjukkan staf (p=0,000); informasi (p=0,001); wewenang (p=0,001); sarana prasarana (p=1,000). Ada hubungan antara staf, informasi, wewenang terhadap Pencapaian Indikator KBPKP di Puskesmas Kota Palembang. Tidak ada hubungan antara sarana prasarana terhadap Pencapaian Indikator KBPKP di Puskesmas Kota Palembang.

Abstract

AbstractCurrently, health problems in Indonesia are referred to as a double burden of disease because it is dominated by the development of Non-Communicable Diseases (NCDs) and on the other hand the incidence of infectious diseases that still occur. One of the strategic issues in the 2030 SDGs that must be a development priority in every country that requires cooperation in handling cross-sectors is NCDs, so a community-based NCDs control model is developed through Posbindu as a form of community participation as an effort to control risk factors independently and continuously. The role and function of Posbindu cadres are important as executors of NCDs risk factor control for the community. Therefore, to maximize the role of cadres in Posbindu, the Faculty of Public Health, University of Sriwijaya, empowers the Posbindu community through Posbindu cadres so that they can become self-reliant for the community to live healthily by increasing the capacity of Posbindu cadres. The community service team wanted to determine the effect of providing education and training to cadres on the knowledge and skills of Posbindu cadres in Bangun Jaya Village, Ogan Ilir Regency. The method used in this service is the education and training of 15 health cadres. Measurement of knowledge is done by using a questionnaire (pretest and posttest). The results of the activity showed that there was an increase in the knowledge and skills scores of cadres regarding Posbindu after education and intervention. However, there were also those with a fixed score. Continuous training is needed to improve cadres skills and optimize the community's active participation through Posbindu cadres.Keywords: Cadres, Posbindu, NCDs, Knowledge, Skills
