Abstract

The emergence of the Covid-19 virus has made several countries in the world implement a change in behavior or habits to continue carrying out activities as usual but by always implementing health protocols in the midst of the Covid-19 pandemic or better known as New Normal. In addi-tion, the emergence of the Covid-19 virus has made all institutions or agencies experience enormous changes, especially in Indonesia. An example is the Correctional Institution, which must implement health protocols for the welfare of every individual in the Correctional Institution, both employees and prisoners. With the implementation of the health protocol in Correctional Institutions, this makes the implementers of self-reliance development in Correctional Institutions obliged to prioritize security and comfort for prisoners when conducting coaching. The inde-pendence development program at the Jambi Correctional Institution aims to make every inmate an expert in a field, and when the sentence has expired, prisoners are able to implement it in an environment outside the Correctional Institution. This study uses a qualitative method, and the purpose of this study is to measure the fulfillment of the rights of prisoners in the independence development program in the new normal era, also know the strategies applied in the midst of correctional problems in the fulfillment of human rights. So the conclusion is that the Peniten-tiary makes a policy, and every individual in the Correctional Institution must comply with the health protocol that has been established.

Abstract

This research examines the deradicalization program and the role of community counselors in the deradicalization process for terrorism clients in Indonesia. Terrorism is a serious issue that has affected the security and social stability in Indonesia. Therefore, deradicalization programs are crucial in addressing the root causes of terrorism. The research methodology used is a literature review, gathering information from various relevant scholarly publications on the topic of deradicalization. The results of this research reveal that deradicalization programs are planned, integrated, systematic, and ongoing processes aimed at eliminating or reducing radical understanding of terrorism and preventing individuals from returning to terrorist activities. The role of community counselors in deradicalization programs is extremely important. They have a strategic role in guiding and supporting terrorism detainees during their social reintegration programs. In carrying out their duties, community counselors should possess skills such as empathy, active listening, basic counseling, and problem-solving abilities. Moreover, they should also understand the challenges faced by terrorist clients, such as low self-esteem, stigmatization, and lack of family support. Effective deradicalization programs can help reduce the risk of terrorism detainees becoming involved in terrorist activities again after their release. Abstract

Kelebihan kapasitas (Overcrowded) penghuni penjara di Indonesia menjadi persoalan yang tak kunjung selesai. Data terbaru Direktorat Jenderal Pemasyarakatan Kementerian Hukum dan HAM per Januari 2019, jumlah penghuni rutan dan lapas  mencapai lebih dari 203 persen dari kapasitas yang ada. Kepadatan ini konsekuensi dari penjatuhan pidana yang berjalan selamsini. Alternatif pidana lain yang ditawarkan adalah restitusi, pidana kerja sosial, dan hukuman lain di luar kurungan. Penelitian ini bertujuan melakukan analisa dan pendalaman dalam memahami bagaimana bentuk rehabilitasi, restitusi, pidana kerja sosial, dan Pidana lain dapat menjadi solusi untuk menghilangkan kelemahan pidana penjara. Penelitian ini merupakan penelitian hukum normatif yang biasa disebut dogmatika hukum (Rechtdogmstiek). Bahan hukum yang utama dalam penelitian hukum normatif adalah data kepustakaan.
