<![CDATA[Land registration as the implementation of Article 19 of the UUPA is one of the Government's efforts to provide legal certainty. At the beginning of 2020, the world was faced with the Covid-19 pandemic. The Indonesian government responded to the pandemic by issuing Presidential Decree No. 2011 of 2020 regarding the Establishment of a Covid-19 Public Health Emergency, Social Distancing Policy, Psychological Distancing, Work From Home, Work From Office and social restrictions. The policy affects services to the community who want to manage land rights at the National Land Agency office. Service becomes hampered or takes a very long time. Likewise, PPAT must follow the new procedure. The formulation of the problems are first, what is the urgency of registering land rights? Second, how is the effectiveness of PPAT's performance in the implementation of land rights registration during the Covid-19 Pandemic? This is a normative research with statutory and conceptual approaches. The results of the study concluded that land is very important in people's lives and the registration of land rights can provide benefits for the community and the government, namely providing legal certainty and legal protection to the holders of rights to a plot of land. The existence of Covid-19 has resulted in the National Land Agency having to work on finding suitable innovations or steps and adjusting a good work system so that services do not become increasingly hampered by digital or electronic systems.Key Word: Covid-19, PPAT, Land Rights Registration AbstrakPendaftaran tanah sebagai pelaksanaan Pasal 19 UUPA merupakan salah satu upaya Pemerintah untuk memberikan jaminan kepastian hukum. Di awal Tahun 2020, dunia dihadapkan dengan pandemi Covid-19. Pemerintah Indonesia merespon pendemi tersebut dengan mengeluarkan Keppres Nomor 2011 Tahun 2020 mengenai Penetapan Kedaruratan Kesehatan Masyarakat Covid-19, Kebijakan Social Distancing, Pysichal Distancing, Work From Home, Work From Office serta pembatasan dalam bersosial. Kebijakan itu berpengaruh terhadap pelayanan terhadap masyarakat yang ingin melakukan pengurusan mengenai hak atas tanah di kantor Badan Pertanahan Nasional. Pelayanan menjadi terhambat atau memakan waktu yang sangat lama. Begitu juga PPAT yang harus mengikuti prosedur yang baru. Rumusan masalah yaitu, pertama, apa urgensi pendaftaran hak atas tanah? Kedua, bagaimana efektivitas kinerja PPAT dalam pelaksanaan pendaftaran hak atas tanah di masa Pandemi Covid-19? Penelitian ini merupakan penelitian normatif dengan pendekatan peraturan perundang-undangan dan pendekatan konseptual. Hasil penelitian menyimpulkan bahwa, tanah merupakan hal yang sangat penting dalam kehidupan masyarakat dan adanya pendaftaran hak atas tanah dapat memberikan manfaat bagi masyarakat maupun pemerintah yaitu memberikan kepastian hukum dan perlindungan hukum kepada pemegang hak atas suatu bidang tanah. Adanya Covid-19 mengakibatkan Badan Pertanahan Nasional harus bekerja menemukan inovasi atau langkah yang cocok dan penyesuaian sistem kerja yang baik agar pelayanan tidak menjadi semakin terhambat dengan sistem digital atau elektronik.Kata-kata Kunci: Covid-19, PPAT, Pendaftaran Hak Atas Tanah]]>
