Abstract

Four urban villages in the administrative area of Tuminting District, i.e. Sindulang Satu, Sindulang Dua, Bitung Karangria and Maasing based on North Sulawesi Provincial Regulation Number 1 of 2017 concerning Coastal Zone Zoning Plans and Small Islands (RZWP-3-K) of Prov. North Sulawesi 2017-2037, will be used as a location to establish tourism supporting infrastructures. The purpose of this study is to determine the key factors for the success of the strategy for public facilities zone construction in Manado Bay, by taking into account the environmental, economic and social aspects. The study was conducted from September 2018 to March 2019. Data collection was carried out through in-depth interviewing techniques to 15 key people selected based on pentahelix. Data analysis employed SWOT and Strategic Analysis and Choice (SAC) to determine the alternative strategy. The results found six priority strategies as follows: (1) synchronizing the regulations for Coastal Zone spatial planning, (2) evaluating the coastal spatial planning regulations with regional development planning documents, (3) conducting socialization for coastal communities, (4) increasing the prosperity through small-scaled fishermen empowerment ( 5) developing 3A (increase, accessibility, and amenity) to support the tourism by increasing tourists’ visit, and (6) Improving the quality of human resources.Key words: RZWP-3-K, Public Facilities Zone, Pentahelix, SWOT. ABSTRAKEmpat kelurahan yang masuk dalam wilayah administrasi Kecamatan Tuminting yaitu: Sindulang Satu, Sindulang Dua, Bitung Karangria, dan Maasing berdasarkan Peraturan Daerah Provinsi Sulawesi Utara Nomor 1 Tahun 2017 tentang Rencana Zonasi Wilayah Pesisir dan Pulau-pulau Kecil (RZWP-3-K) Prov. Sulut Tahun 2017-2037, akan dimanfaatkan sebagai lokasi pembangunan infrastruktur penunjang pariwisata. Tujuan penelitian ini untuk menentukan faktor-faktor kunci keberhasilan sebagai strategi prioritas untuk pembangunan zona fasilitas umum penunjang pariwisata di Teluk Manado, dengan memperhatikan aspek lingkungan, aspek ekonomi dan aspek sosial. Penelitian dilakukan dari bulan September 2018 sampai Maret 2019. Pengumpulan data dilakukan dengan teknik wawancara secara mendalam (in depth interview) kepada 15 key persons dipilih berdasarkan pentahelix. Metode analisis data untuk menentukan strategi alternatif dengan menggunakan SWOT dan Strategic Analysis and Choice (SAC). Hasil penelitian menunjukan ada enam strategi prioritas yaitu: (1) melakukan sinkronisasi peraturan perundang-undangan bidang penataan ruang daerah pesisir, (2) melakukan sinkronisasi peraturan penataan ruang daerah pesisir dengan dokumen perencanaan pembangunan daerah, (3) melakukan sosialisasi kepada masyarakat pesisir, (4) meningkatan kesejahteraan melalui pemberdayaan nelayan kecil, (5) meningkatkan 3A (atraksi, aksesibilitas, dan amenitas) sebagai penunjang pariwisata untuk meningkatkan kunjungan wisatawan, (6) peningkatan kualitas sumber daya manusia.      Kata Kunci: RZWP-3-K, Zona Fasilitas Umum, Pentahelix, SWOT.

Abstract

A study on community based mangrove management was conducted in Bahoi of North Minahasa District of North Sulawesi Province of Indonesia. This aims of the study were to examine the management of mangrove including community involvement in the whole processes as well as the institutional settings; to examine knowledge and atitute of the community of Bahoi toward the management processes; to find out its impacts to the community and marine ecosystems.   Methods used in this study were interviews and surveys. For the former, all key persons involving in the management including representative of government were interviewed. With the latter, 30 community members or around 10% of total population were randomly selected and requested to fill in questionnaries containing multiple choices questions to meet the objectives of the study. This study revealed that the management of mangrove has been projects driven activities since year 2000. Yet communities were partly involved in the management including during the establishment of organization and village Ordinance, the survey shows that only 30% of respondents actively involved. That is why 63% of respondent argue that the management processes is lacking and 23% recon that it should be improved. Moreover, 100% of respondents claim that they strongly support conservation of mangrove and other coastal resources; 90% of the respondent answer that cultural background (Sangiran ethnicity) drives their attitude about preserving the coastal resources. In terms of implication of the management mangrove and other coastal resources in Bahoi, they argue that it has resulted in improvement of income and a healthy mangrove ecosystem. Keywords: Mangrove, Management, Bahoi     Abstract Penelitian ini tentang pengelolaan mangrove berbasis masyarakat telah dilakukan di Desa Bahoi di Kabupaten Minahasa Utara Propinsi Sulawesi Utara Indonesia. Tujuan penelitian ini untuk mengetahui proses dan dinamika pengelolaan mangrove berbasis masyarakat khususnya tentang keterlibatan masyarakat dan faktor-faktor yang mempengaruhi pengelolaan terutama pengetahuan dan sikap masyarakat, serta dampak pengelolaan terhadap masyarakat dan ekosistem pesisir lainnya. Teknik pengumpulan data yang digunakan adalah wawancara (interview) dan survei. Wawanara telah dilakukan terhadap semua tokoh kunci yang terlibat dan mempengaruhi pengelolaan, sedangkan untuk survei dengan menggunakan kuisioner, sejumlah 30 responden atau sekitar 10% dari jumlah penduduk telah dipilih secara random bersedia memberikan jawaban atas pertanyaan-pertanyaan pilihan berganda (multiple choises). Penelitian ini mengdapatkan bahwa pengelolaan mangrove di Desa Bahoi didorong oleh proyek pemerintah sejak tahun 2000. Namun masyarakat belum seluruhnya dalam proses pengelolaan mangrove termasuk dalam pembuatan lembaga dan Peraturan Desa tentang pengelolaan sumberdaya pesisir. Makanya 63% responden mengakui kalau pengelolaan yang ada kurang baik dan 23 % menyarankan perlu perbaikan. Selanjutnya 100% menyatakan mendukung sepenuhnya usaha konservasi mangrove dan sumberdaya pesisir lain. 90 % dari mereka percaya bahwa factor budaya Sangir yang mendorong sikap mereka untuk menjaga lingkungan pesisir. Mengenai dampak pengelolaan ekosistem mangrove, masyarakat dan pemerintah menjawab bahwa telah membantu meningkatkan pendapatan atau ekonomi masyarakat dan ekosistem mangrove semakin sehat. Abstract

This study aims to analyze the relation of marine debris to gastropods in the mangrove ecosystem. This research was conducted from October to December 2019 in the Tongkaina mangrove forest. The method used in this research is the line transects method with 2 different stations. Then do the data analysis of waste density, gastropod abundance index, frequency, diversity index, uniformity, and dominance. Then, analyzing a simple linear regression and correlation is performed to see the relationship between marine debris and gastropod abundance in a mangrove ecosystem. The results showed that the highest inorganic marine debris in the Tongkeina mangrove ecosystem is plastic and followed by cloth, wood, metal and the least was glass. The species of Gastropods found in the mangrove ecosystem are Littoraria scabra, Nerita undulata and Terebralia sulcata. The highest abundance of gastropod species was found at station 2 in transects 1 by Littoraria scraba. The results of the linear regression analysis show that there is a relationship between waste and abundance of gastropods. The increasing amount of waste, lower the abundance of gastropods. Where the correlation value is -0.20506.Keywords: Correlation; Marine debris; Gastropods; Mangrove Ecosystem. ABSTRAKPenelitian ini bertujuan untuk menganalisis  hubungan  sampah laut terhadap gastropoda di ekosistem mangrove. Penelitian ini dilakukan pada bulan Oktober sampai Desember 2019 di hutan mangrove Tongkaina.  Metode yang digunakan adalah metode line transek dengan 2 stasiun berbeda. Kemudian dilakukan analisa data kepadatan sampah, indeks kelimpaha gastropoda, frekuensi, indeks keanekaragaman, keseragaman dan dominasi. Selanjutnya dilakukan analisa regresi lineier sederhana serta korelasi untuk melihat hubungan yang terjadi antara sampah dan kelimpahan gastrooda. Hasil penelitian menunjukkan bahwa sampah anorganik jenis plasik yang tertinggi di ekosistem mangrove pantai Tongkaina diikuti sampah jenis Kain, Kayu, Logam dan yang paling sedikit adalah sampah jenis kaca. Jenis gastropoda yang ditemukan di ekosistem mangrove yaitu Littoraria scabra, Nerita undulata dan Terebralia sulcata. Nilai kelimpahan jenis gastropoda tertinggi terdapat di stasiun 2 di transek 1 oleh Littoraria scraba. Hasil analisa regresi linier menunjukan bahawa ada hubungan yang terjadi  antara sampah dan kelimpahan gastropoda yang dilihat dari anlisis regresi linier sederhana. Semakin meningkatnya jumlah sampah maka semakin rendah kelimpahan gastropoda. Dimana nilai korelasinya sebesar -0.20506.Kata Kunci : Korelasi; Sampah Laut; Gastropoda; Ekosistem Mangrove.
