Abstract

This paper shows that the role and position of Indonesian women in local governance are improving gradually since the implementation of direct elections in 2005. The “structural opportuinities” for women to be elected as local leader have increased under the direct elections. The number of women elected as local leaders has risen significantly during 2005-2014 periods. Female local leaders’ profiles are diverse in terms of their socio-political background, individual capital and political parties, reflecting a new typology of female local leaders.The presence of female local leaders does not necessarily mean that they always advocate for women issues in their policy line, as this ideal condition depends on other influential factors. And yet, this paper suggests the declining trend of participation and opportunities of women in local governance as the new Local Government Act No. 23/2014 adopts the election of local government head via the Regional People’s Representative Council to replace the earlier mechanism of direct election.

Abstract

The collapse ofthe New Order since May 1998 has opened the door for democratization In turn democratization and influence of the international fora on women have facilitated the improvement of Indonesian women s role and position in the public sphere The improvement is highlighted by the deconstruction ofthe New Order gender ideology state ibuism as can be seen from the spread ofthe discourse ofwomen role in the public sphere and the changing orientation of the Government Program from practical gender interest in the New Order to strategic gender interest in the Reform Era However the conceptual and structural improvements face difficulty This is because grass root society keeps negative stereotype on women Thisfact indicates that the efforts to raise women s role and position in the public sphere is not only needed conceptual and structural reform but also cultural reform ofgrass root society s perception on women.

Abstract

This research formulated a better model of direct local elections for Indonesia. Based on the depth findings of three series of researches (2012, 2013, 2014) on direct local elections under Law No. 32/2004, this research recommended the “asymmetrical” direct local elections model in which direct local elections shall be varied in level depends on the quality of human development index and regional budget capacity. This research also suggested regulative and technical interventions to achieve democratic, accountable and sustainable direct local elections.Keywords: direct local elections, assymmetrical, local government.

Abstract

Abstrak “Kerabatan” adalah salah satu faktor penting di balik kemunculan para perempuan kepala daerah. Dengan menggunakan metode kualitatif, penelitian ini menganalisis dua perempuan kepala daerah yaitu Airin Rachmi Diany di Tangerang Selatan dan Anna Sophanah di Indramayu, yang muncul dengan faktor kekerabatan yang kuat. Penelitian ini difokuskan untuk mengungkapkan kondisi sosio-politik, ekonomi, dan historis yang memfasilitasi kemunculan keduanya. Data tambahan yang lain diperoleh dengan kuesioner untuk menilai sejauh mana kinerjanya dalam mendorong demokratisasi lokal termasuk kepentingan praktis gender. Penelitian ini menemukan bahwa perempuan kepala daerah yang berasal dari kekerabatan yang kuat, adalah bagian dari oligarki lokal. Sebagai akibatnya, mereka mengalami kesulitan menjaga independensi terhadap para oligark, yang mengakibatkan lemahnya kinerja dalam mendorong demokratisasi lokal dan kepentingan praktis gender di daerahnya.Kata Kunci: perempuan kepala daerah, faktor kekerabatan, demokratisasi lokal, kepentingan praktis gender.

Abstract

Abstrak Kajian ini secara khusus menyoroti bagaimana pentingnya tahap kandidasi melalui jalur partai politik, sebagai pintu masuk yang harus dapat ditembus oleh politisi perempuan untuk maju dalam Pilkada langsung. Melalui analisis mendalam terhadap dua perempuan politisi di Grobogan dan Lampung Timur, buku ini menggarisbawahi pentingnya tiga hal yaitu modal berupa modal individu dan modal sosial, strategi, dan jaringan yang harus dimiliki dan mampu dimainkan oleh perempuan politisi untuk dapat dicalonkan dalam Pilkada langsung.Kata Kunci: modal, jaringan, kandidasi, pilkada langsung

Abstract

AbstrakTulisan ini bertujuan melihat kemungkinan kondisi sosial ekonomi memfasilitasi kemunculan dan kemenangan para perempuan kepala daerah, khususnya pada Pilkada langsung Desember 2015. Tulisan ini menunjukkan bahwa Indeks Pembangunan Manusia (IPM), tingkat kemiskinan, dan ketimpangan pendapatan, tidak memiliki korelasi kuat dengan jumlah perempuan kandidat kepala daerah, maupun jumlah perempuan yang terpilih. Tulisan ini menemukan bahwa jumlah perempuan kandidat kepala daerah maupun jumlah perempuan terpilih terkonsentrasi di daerah yang memiliki jumlah universitas yang banyak dan rata-rata tingkat akses internet yang tinggi seperti di Jawa. Oleh karena itu, tulisan ini menggarisbawahi dua hal: pertama, perempuan kepala daerah dapat muncul dalam kondisi sosial ekonomi apapun; kedua, persebaran berbagai gagasan baru dan informasi melalui universitas dan media internet menjadi kunci peningkatan jumlah perempuan kepala daerah. Kata Kunci:  sosial ekonomi, universitas, internet, perempuan kepala daerah.

Abstract

This paper analyses the awarding title to GKR Pembayun as GKR Mangkubumi, daughter of Sultan HB X of Yogyakarta Court, which indicates her promotion as Crown Princess; the next successor of Yogyakarta Court. Formerly, various socio-political analyses have been raised to understand it. This paper believed that previous analyses are not comprehensive enough, because it did not address power relations of men and women as crucial element of the Javanese concept of power. Therefore, by using gender perspectives, this paper seeks to provide a new understanding of the event, in relations to the role and position of women in Javanese concept of power. Literatur review is the primary method used in this paper. Interview method could not use as the key person recultance to be interviewed due to sensitivity of the issue. This paper reveals that the awarding title of GKR Pembayun as GKR Mangkubumi as Crown Princess indicates changes of Javanese concept of power especialy in relations to women’s role and position. In the past, according to the Javanese concept of power, men are perceived as the most suitable and appropriate figure to posess power, now women also perceived as having the same potential as men to posess power. While in past, women are in peripheral position merely due to pro-creation (reproductive) function to give borth for boys as the next successor. Now, women are believed to be able possess power and be a leader in Javanese cosmology. This all happened because the growth of Yogyakarta Court has been surrounding by the current context and challenges of globalization, social Islamisation, democratization, and gender equality. Tulisan ini menganalisis pemberian gelar baru oleh Sultan HB X kepada GKR Pembayun sebagai GKR Mangkubumi yang menandai pengangkatannya sebagai putri mahkota Keraton Yogyakarta dan dipercaya akan menjadi penerus tahta. Beragam analisis sosial dan politik telah dikemukakan mengenai makna pemberian gelar tersebut. Tulisan ini berpendapat bahwa berbagai analisis terdahulu belum sepenuhnya lengkap karena tidak mampu menyajikan analisis yang menyentuh persoalan relasi dan posisi perempuan dan laki-laki sebagai elemen penting dalam konsep kuasa Jawa. Oleh karena itu, dengan menggunakan perspektif gender, tulisan ini memberikan pemahaman baru mengenai makna pemberian gelar baru tersebut dikaitkan dengan peran dan posisi perempuan dalam konsep kuasa Jawa masa kini. Metode penarikan data adalah studi literatur karena permintaan wawancara dengan narasumber kunci tidak dapat dilakukan oleh karena sensitifitas persoalan ini. Tulisan ini menemukan bahwa pemberian gelar baru kepada GKR Pembayun sebagai GKR Mangkubumi mengindikasikan adanya pergeseran konsep kuasa Jawa khususnya terkait peran dan posisi perempuan. Jika pada masa lalu konsep kuasa Jawa mempersepsikan laki-laki sebagai yang paling mampu memiliki potensi kuasa, saat ini perempuan juga telah diposisikan sebagai pihak yang memiliki potensi kuasa sejajar dengan laki-laki. Perempuan yang dahulu berada pada posisi pinggiran dan hanya dibutuhkan karena fungsi prokreasi (reproduksi) untuk melahirkan keturunan laki-laki, kini dipercaya mampu memegang kuasa dan menjadi pemimpin dalam kosmologi Jawa. Pergeseran konsep kuasa Jawa demikian terjadi karena Keraton Yogyakarta tumbuh berkembang dalam konteks kekinian berupa globalisasi, Islamisasi sosial, demokratisasi, dan kesetaraan gender.

Abstract

Personal political branding becomes an important element in political contestation under the new direct democracy in Indonesia. In the male-dominated political atmosphere, it is interesting to analyze creation and development of personal political branding by female politicians. This paper explores stories of the two female politicians, each a candidate for the district head of Gowa (Tenri) and North Luwu (Indah) in the 2015 direct local election in South Sulawesi Province, where a strong political dynasty is the primary feature. This is qualitative research employing feminist research methodology by interviewing the two female politicians. This paper reveals that the use of femininity element in the tagline SAYANG IBU (love your mother) as Tenri’s personal political branding contains of what I call ‘gender risk’ which disadvantaged her. Within a strong political dynasty feature of South Sulawesi which is patriarchal, her opponent created a counter narrative to weaken her and pointed out centrality of a male politician. On the other hand, a successful female politician candidate for the district head of North Luwu, Indah, used PINTAR (smart) as her personal political branding which did not resemble her femininity and did not exclusively target women. By doing so, this paper offers different findings from those of the previous research which suggest that femininity can help all candidates to stand out. In a strong political dynasty feature, it is important to pay attention to the subconscious element such as patriarchal ideology which often plays or is used to weaken or against female politicians.
