Abstract

To carry out empowerment for groups with disabilities, the communication process is the central point of achieving success.To do empowerment itself is not an easy thing, it takes a certain strategy or approach and a sustainable process, one of which is empowerment communication. Communication for empowering people with disabilities is an effective strategy to change the general public's view of people with disabilities who consider their limitations as incapable of being independent. This research try to find the communication strategy to empower persons with disabilities in Rumah Kinasih Foundation Blitar. This study uses a qualitative approach, case study method and data collection by means of interviews. The Result show that to empower the disabled people, communication should use participative, persuasive, and compassion way. Communication with them use more effort and carefulness. In Rumah Kinasih, they also use reward to make disabled people more productive.

Abstract

Social media is considered to be able to support public service activities by the government by encouraging transparency, creating interaction with citizens, and building collaboration with citizens. The key must be to build an interactive relationship between the government (the organizer of the state authority) and the community. The problem is that our social media has not been used enough for interaction or even only aims to communicate one way. This research is an advanced stage of various previous studies on the use of social media for the Government, especially local governments. There is a tendency to direct the object not on the main government account to become a more specific agency/agency in charge of public services. The researcher wants to see the interactive pattern that occurs on Instagram @dishubsurabaya which is managed by the Surabaya transportation service in order to provide better service. The research was conducted using a case study method by extracting data through interviews with both parties: the government and citizens. The results show that agencies and citizens benefit together when they can connect. To achieve this, the first step is to build a new creative message and then seek interactivity with the availability of a team that is always ready to respond to questions and complaints.

Abstract

The implementation of good governance in public bodies continues to be pursued in various ways. In the first stage, public information disclosure is a goal that must be realized. Including at the state university level, different instruments have been prepared and developed to create transparent and accountable governance. Two policies are the focus of this research, namely the Information Management and Documentation Officer to realize public information disclosure and the Integrated Service Unit. This study intends to find the supporting factors for learning public information disclosure through implementing the two programs. Data mining was done by looking at the practices carried out in several PTNs with a sound system, namely Brawijaya University, IPB University, Malang State University, and Jakarta State University. Data were obtained through interviews, observations, and searching for supporting documents.
