<![CDATA[Efforts to explore this matter are based on the premise that network governance is central in coordinating the complexity of actors and their interests in the policy process to mobilize resources for collective action. Concerning the case of the development of the Likupang Tourism Special Economic Zone (SEZ) for 2019-2021, the brief description above aims to understand how the North Sulawesi Provincial Government promotes policies and manages the complexity of the network of actors in the development of the Likupang Tourism SEZ which is a highly centralized sector but operates in the context of political decentralization. More specifically, this research will seek to understand the Likupang Tourism SEZ policy-making process by the government interacting with various actors and the substantive, strategic, and institutional complexities the Provincial government faces. This research was conducted with qualitative methods. The results of this research show that in building a special economic zone (SEZ) for Likupang tourism, it is necessary to map the actors and affirm the relations between the actors involved, form a special task force that concentrates on the specification of the task of managing and developing AbstraksiUpaya untuk mengekplorasi hal ini didasarkan pada premis bahwa tata kelola jaringan pemerintahan adalah sentral dalam mengkoordinasikan kompleksitas aktor dan kepentingannya dalam proses kebijakan sehingga mampu memobilisasi sumber daya untuk tindakan kolektif. Dengan mengacu pada kasus pembangunan Kawasan Ekonomi Khusus (KEK) Pariwisata Likupang Tahun 2019-2021, deskripsi singkat di atas bertujuan untuk memahami bagaimana Pemerintah Provinsi Sulawesi Utara mendorong kebijakan dan mengelola kompleksitas jaringan aktor dalam pembangunan KEK Pariwisata Likupang yang merupakan sektor yang sangat sentralistik tetapi beroperasi dalam konteks desentralisasi politik. Lebih khusus, penelitian ini akan berusaha untuk memahami tidak hanya proses pembuatan kebijakan KEK Pariwisata Likupang oleh pemerintah yang berinteraksi dengan berbagai aktor, tetapi juga kompleksitas substantif, strategis dan kelembagaan yang dihadapi pemerintah Provinsi. Penelitian ini dilakukan dengan metode kualitatif. Hasil penelitian menunjukan dalam membangun kawasan ekonomi khusus (KEK) pariwisata Likupang maka perlu ada pemetaan aktor dan penegasan relasi antar aktor yang terlibat, membentuk suatu satuan tugas khusus yang terkonsentrasi pada spesifikasi tugas pengelolaan dan pengembanagan KEK Pariwisata Likupang serta berkolaborasi dengan Lembaga Swadaya Masyarakat.Kata Kunci: Tata Kelola, Kelembagaan, Kawasan Ekonomi Khusus]]>
