Abstract

Problems related to housing and slum settlements occur because of population growth, population dynamics, and the increasing socio-economic demands of the community. The government's efforts to prevent slum settlements by accelerating infrastructure improvements and handling slums in every region in Indonesia by establishing the City Without Slums (KOTAKU) program which is a strategy from the Directorate General of Human Settlement as an element of the implementation of the Ministry of Public Works and Public Housing. This study aims to find out how the No Slum Program Policy (KOTAKU) is in Creating Livable, Productive and Sustainable Settlements in Tembuku Village. This study uses a qualitative descriptive research type by examining primary and secondary data sources. The informant determination technique in this study used purposive sampling. This study uses the theory of public policy processes. The results of the study show that the KOTAKU program's policies in realizing livable, productive and sustainable settlements in Tembuku Village are quite good, which is based on indicators of policy success (Riant Nugroho) which can be measured by the "five fixed" indicators, namely; right policy; right executor; right on target; environmental right; and precise process. But in practice it is still not optimal, namely the indicators are right on target and right on the process. There are several programs for handling slum areas which have not all been realized through the KOTAKU program due to several inhibiting factors such as uneven program socialization and limited budget funds so that the implementation of the KOTAKU program only focuses on one hamlet, namely Penida Kelod Hamlet.

Abstract

The OSS-Based Business Licensing Field Assistance Program is one of the strategies that aims to make it easier for MSME actors to manage business license. This program is carried out with a ball pickup system to each village with the services served focusing on assistance in registering business permits through OSS. In this study, the author used a type of qualitative research with a descriptive method. The analysis in this study uses implementation theory from Charles O. Jones. The research findings show that the implementation of the program has run well but has not been fully optimized. It is seen that there are indicators that are still not met, including the shortcomings of the number of OSS operators, not yet established maximum coordination from stakeholders, socialization that is not optimal, does not have a fixed schedule, and system errors.

Abstract

The purpose of this study was to determine the Accountability of Parking Levy Management in the Uluwatu Temple Outer Area in Increasing the Village Budget of Pecatu Traditional Village, South Kuta District, Badung Regency. The research conducted by this researcher, using descriptive qualitative research. The unit of analysis in this research is the Uluwatu Temple Outer Area tourist attraction. The technique of determining informants in this study is to use purposive sampling technique. The results showed that the Accountability of Parking Levy Management in the Uluwatu Temple Outer Area in Increasing the APBDes of Pecatu Customary Village, South Kuta District, Badung Regency can be concluded that the Management of Parking Levy allocated to the Customary Village treasury can be said to be accountable. From this study it can be concluded that; indicators of legal accountability and honesty have been successfully fulfilled, managerial accountability indicators can be said to be very successful, program accountability indicators have not fully run optimally, policy accountability indicators have run well, and financial accountability indicators have run well. Abstrak Tujuan dari penelitian ini adalah untuk mengetahui Akuntabilitas Pengelolaan Retribusi Parkir Di Kawasan Luar Pura Uluwatu Dalam Peningkatan APBDes Desa Adat Pecatu, Kecamatan Kuta Selatan, Kabupaten Badung. Penelitian yang dilakukan oleh peneliti ini, menggunakan jenis penelitian kualitatif deskriptif. Unit analisis yang Dalam penelitian ini adalah Objek wisata Kawasan Luar Pura Uluwatu. Teknik penentuan informan dalam penelitian ini adalah menggunakan teknik purposive sampling. Hasil penelitian menunjukkan Akuntabilitas Pengelolaan Retribusi Parkir Di Kawasan Luar Pura Uluwatu Dalam Peningkatan APBDes Desa Adat Pecatu, Kecamatan Kuta Selatan, Kabupaten Badung dapat disimpulkan bahwa Pengelolaan Retribusi Parkir yang dialokasikan ke kas Desa Adat dapat dikatakan akuntabel. Dari penelitian ini dapat disimpulkan bahwa; indikator akuntabilitas hukum dan kejujuran telah berhasil terpenuhi, indikator akuntabilitas manajerial sudah bisa dikatakan sangat berhasil, indikator akuntabilitas program belum sepenuhnya berjalan optimal, inidkator akuntabilitas kebijakan sudah berjalan dengan baik, dan indikator akuntabilitas finansial sudah berjalan dengan baik. Abstract

The purpose of this study was to determine the effect of workload on employee performance at PT PLN (Persero) UP3 Bali Timur. In this research is a quantitative method with the intention of finding the effect of workload as variable X on employee performance as variable Y at PT PLN (Persero) UP3 Bali Timur. Primary data in this study were obtained through distributing questionnaires to 69 employees at PT PLN (Persero) UP3 Bali Timur. The results of simple linear regression calculations show that every 1% increase in the workload variable, the employee performance variable will decrease by 18.5%. Then the result of the coefficient of determination is by squaring the correlation result, obtained a R-Square of 0.509, which means that workload has an influence on employee performance by 50.9%. Based on the research findings, it can be recommended for PT PLN (Persero) UP3 Bali Timur to pay attention to and effectively manage their employees' workload. This could be done by identifying the factors that contribute to high workloads, such as an imbalance in workload distribution, lack of resources, or inefficiencies in work processes. Additionally, efforts to improve employee performance should also be focused on, such as providing additional training, improving the incentive system, or providing better support. By reducing workloads and improving employee performance, PT PLN (Persero) UP3 Bali Timur can enhance operational efficiency and employee satisfaction, which in turn can contribute to the overall achievement of organizational goals. It is advised for PT PLN (Persero) UP3 Bali Timur to pay attention to the workload borne by employees so that it meets the standards and does not overburden them. Abstrak Tujuan penelitian ini adalah untuk mengetahui pengaruh beban kerja terhadap kinerja pegawai pada PT PLN (Persero) UP3 Bali Timur. Metode penelitian yang digunakan adalah metode kuantitatif dengan maksud mencari pengaruh dari beban kerja sebagai variable X terhadap kinerja pegawai sebagai variabel Y pada PT PLN (Persero) UP3 Bali Timur. Data primer dalam penelitian ini diperoleh melalui penyebaran kuesioner kepada 69 orang pegawai Pada PT PLN (Persero) UP3 Bali Timur. Hasil perhitungan regresi linier sederhana menunjukkan bahwa setiap variabel beban kerja naik 1% maka variabel kinerja pegawai akan turun sebesar 18,5%. Kemudian hasil koefisien determinasi yaitu dengan cara mengkuadratkan hasil korelasi maka diperoleh R-Square sebesar 0,509. Terdapat pengaruh yang negatif dan signifikan antara beban kerja terhadap kinerja pegawai pada PT PLN (Persero) UP3 Bali Timur. Berdasarkan hasil penelitian tersebut, dapat direkomendasikan kepada PT PLN (Persero) UP3 Bali Timur untuk memperhatikan dan mengelola beban kerja pegawainya secara efektif. Ini bisa dilakukan dengan mengidentifikasi faktor-faktor yang menyebabkan beban kerja yang tinggi, seperti ketidakseimbangan beban kerja, kurangnya sumber daya, atau kurangnya efisiensi dalam proses kerja. Selain itu, upaya untuk meningkatkan kinerja pegawai juga harus difokuskan, misalnya dengan memberikan pelatihan tambahan, memperbaiki sistem insentif, atau menyediakan dukungan yang lebih baik. Dengan mengurangi beban kerja dan meningkatkan kinerja pegawai, PT PLN (Persero) UP3 Bali Timur dapat meningkatkan efisiensi operasional dan kepuasan pegawai, yang pada gilirannya dapat berkontribusi pada pencapaian tujuan organisasi secara keseluruhan. Saran bagi PT PLN (Persero) UP3 Bali Timur agar dapat memperhatikan beban kerja yang ditanggung pegawai agar sesuai standar dan tidak membebankan pegawai.
