Abstract

This paper examines the BLT Dana Desa program in Sidoharum Village as part of the government's response to the economic downturn caused by the Covid-19 pandemic. However, the program encountered several issues, including a lack of community understanding in utilizing the funds, indications of multiple social assistance recipients, and uncertainty in fund disbursement timing. The study aims to evaluate the effectiveness of the Village Fund Cash Assistance program in Sidoharum Village for impoverished communities affected by Covid-19. To assess program effectiveness, researchers employed the program effectiveness theory and identified indicators such as program understanding, on target, on time, goal achievement, and real change (in Rahayuni and Rusli, 2021). The study utilized a descriptive qualitative research approach and employed observation, interviews, and documentation as data collection methods. The BLT Dana Desa program in Sidoharum Village has been proven effective, but it has faced various challenges. One of the main obstacles is the difficulty that the village government has in understanding the criteria for selecting KPM candidates. Another challenge is the lack of optimization of funds by some KPM recipients. Additionally, the program does not fully reach its target as some KPM do not meet the requirements and there are delays in transferring funds from the central government, leading to uncertainty in distribution timing. To address these issues, the researchers propose several solutions. They recommend that village governments provide clear instructions and socialization to program implementers and targets to ensure proper utilization of the funds. Conducting surveys and data verification can help ensure that the KPM data aligns with the established criteria. Furthermore, improving the planning of fund transfers is necessary to ensure timely distribution of the BLT-Dana Desa funds to eligible beneficiaries.
