Abstract

Abstract

Poverty is a condition that is still a problem in Indonesia. This can be seen from the still high number of poor people in Indonesia in 2021 reaching 26.5 million people. This poverty does not just happen, one of the reasons is because people's income is low and the poverty level is still low, making them unable to meet their daily needs. Eradicating poverty in Indonesia requires cooperation from various parties, both government and private. Therefore, the community service team together with YBM PLN UID North Sumatra is implementing a program based on local wisdom to improve the community's economy in the form of community empowerment in improving community welfare. This has an impact on people's income levels which are still low. This program includes providing business capital, skills training and business assistance. The results of the analysis of Ziswaf management for economic prosperity show that this program has a positive impact on community welfare. This can be seen from the aspect of increasing income, physical aspects, natural aspects, human resource aspects, and social aspects.

Abstract

Transparency is an important concept in line with the desire to enforce good governance practices. The government is required to be open and ensure that the public can access various information on public policy processes, budget allocation dor policy implementation, and monitor and evaluate policy implementation. The cocept of transparency point to a state in wich all aspects of the service process are open. This study aims to evaluate the impact and affectiveness of the implementation of One-Door Integrated services (PTSP) in improving public services, especially in term of investment licensing. The research method used is a quantitative approach, with analysis if case studies at the One-Door Integrated Investment and Service Office. Data were collected through interviews, observations, and analysis of related documents. The results of this study suggest in improving investment services, with of information, convenient facilities supporting investment. This study provide recommendations to identify the positive impact of the DPMPTSP’s effort in promoting investment growth through transparency in public services in creating a more conducive ivestment environment.

Abstract

Pelayanan terpadu satu pintu merupakan tindakan pengaturan perizinan dan nonperizinan yang ditugaskan atau ditunjuk oleh tenaga ahli dari suatu lembaga atau kantor yang mempunyai tenaga ahli perizinan dan nonperizinan mulai dari penyelenggara permohonan sampai dengan penyelenggara penerbitan laporan yang dilaksanakan dalam satu kesatuan. Penelusuran ini bertujuan untuk mengetahui seberapa layak manfaat pembuatan SIUP dan bagian mana dari DPMPTSP Wilayah Sumut dalam melakukan sosialisasi. Penelusuran ini diyakini dapat memperluas pemahaman masyarakat mengenai proses dan tahapan yang harus dipersiapkan untuk membuat surat izin usaha . Teknik penelitian yang digunakan dalam penelitian ini dapat berupa strategi subjektif ekspresif kualitatif, berupa informasi spesifik dalam kerangka kata-kata yang sesuai dengan ciri-ciri pendekatan subjektif. Kualitatif adalah mengumpulkan informasi penting dan tambahan melalui persepsi, wawancara dan dokumentasi. Dari penelusuran diketahui bahwa perhitungan yang dapat mempermudah SIUP adalah karena masyarakat yang ingin mengajukan permohonan perdagangan diperbolehkan untuk menyusun catatan lengkap dan melihat cara atau strategi pembuatan SIUP. Kesimpulan penelitian ini menjelaskan bahwa SIUP merupakan surat sah perdagangan yang berfungsi sebagai alat untuk mengkoordinasikan, melakukan, mengawasi dan mendistribusikan kegiatan perdagangan di lingkungan bursa terhadap pelaksanaan perdagangan secara sengaja. Kemudian setelah UU Cipta Kerja disahkan, izin perdagangan berubah dari izin perdagangan berbasis izin menjadi izin perdagangan berbasis risiko.

Abstract

Rice has a very important role in the life of the Indonesian people in terms of the economic, labor, social, cultural and political aspects of rice issues. This is not a simple matter and is very sensitive so that it must be handled carefully. Therefore, the government gave authority to Perum Bulog, the North Sumatra Regional Office, in this case to continue to carry out its role in maintaining price stability. The discussion of this research relates to the field of Islamic economics in the review of the maqashid sharia framework. So that the approach taken is theories related to price, price fixing, price stability, policy, and maqashid sharia. This research uses descriptive qualitative method. Data collection was carried out by interview, observation, and documentation techniques. The data is analyzed through market operating policy indicators, government rice reserves and warehouse standards. The results of the study show that the role of the North Sumatra Regional Office of Bulog in the rice price stability policy is known based on the policy letter regarding rice contained in the Regulation of the Minister of Trade of the Republic of Indonesia Number 127 of 2018 concerning Management of Government Rice Reserves for Availability of Supply and Price Stability. Bulog's policy relates to maqashid sharia because the North Sumatra regional office of Bulog has a role as well as a policy aimed at the benefit of the ummah, namely dzaruriyat, hajiyyat and tahsiniyat. Factors supporting Perum Bulog Regional Office of North Sumatra in stabilizing rice prices are changes in the market operating season (OP) and quality specifications that must be met. Inhibiting factors are disturbances due to changes in the timing of the harvest season, rising grain prices and phenomena such as natural disasters.
