Abstract

Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis efektivitas pelayanan Ojek Difa dan mengetahui faktor penghambat dalam efektivitas pelayanan Ojek Difa bagi pemenuhan hak-hak penyandang disabilitas di Daerah Istimewa Yogyakarta. Penelitian ini merupakan penelitian deskriptif kualitatif dengan menggunakan data primer dan sekunder. Informan dalam penelitian ini adalah kepala pengelola sarana prasarana Dishub DIY, operator RTMC Ditlantas DIY, pendiri Ojek Difa, bendahara Ojek Difa, pengemudi Ojek Difa dan pengguna layanan Ojek Difa. Instrumen penelitian adalah peneliti sendiri yang dibantu dengan pedoman wawancara, alat perekam dan pedoman observasi. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa efektivitas pelayanan Ojek Difa bagi pemenuhan hak-hak penyandang disabilitas di Daerah Istimewa Yogyakarta belum berjalan efektif. Dilihat dari indikator efektivitas menurut Gibson dalam Tangkilisan (2005), yaitu kejelasan tujuan yang hendak dicapai, kejelasan strategi pencapaian tujuan, proses analisis dan perumusan kebijakan yang mantap, perencanaan yang matang, penyusunan program yang tepat, tersedianya sarana dan prasarana dan sistem pengawasan dan pengendalian yang bersifat mendidik. Pelayanan Ojek Difa belum sepenuhnya berjalan efektif dikarenakan sebagian dari pengemudi belum memiliki SIM D dan belum adanya izin beroperasi Ojek Difa.

Abstract

This study aims to determine the formulation of the congestion problem in DKI Jakarta by using the Process Hierarchy Analysis method and presenting policy alternatives to the congestion problem. This research uses a qualitative method which is a literature study. The results of the study show that the vehicle aspect is the root cause of congestion because owning a private vehicle has low economic value. Based on the policy analysis that has been carried out, the estimated number of vehicles in DKI Jakarta in 2025 will reach 29,150,000 units. Policies on controlling private vehicle ownership and improving an integrated public transportation system are policies that meet the policy criteria for overcoming congestion problems in DKI Jakarta in this study.

Abstract

Poverty is a phenomenon that is discussed almost throughout the country and is a situation where there is an inability to meet basic needs such as clothing, food, shelter, as well as education and health. This research aims to analyze the implementation of the Self-Help Housing Stimulant Assistance policy as one of the poverty alleviation programs in Indonesia. The research method used is a qualitative method with a literature review approach. The results showed that the Self-Help Housing Stimulant Assistance Program for Low-Income Communities designed by the government in the hope of reducing poverty and overcoming housing backlogs, but the BSPS Program for MBR carried out in Indonesia was only able to overcome poverty but was unable to overcome housing backlogs.
