Abstract

The theory and concept of collaborative governance today can be used as a solution to the complexity of the problems faced by the government. One of the problems that can be handled by implementing collaboration is the empowerment of rural communities. This research has emphasized that collaborative practices can improve and improve the problems of rural communities, especially in managing village fund policies. This research was conducted in Kendalbulur Village, Tulungagung Regency with a qualitative descriptive approach, so that the data obtained were primary data obtained through in-depth interviews and observations. The results of this study show that the dynamics of village fund policies in the perspective of collaborative governance must first be emphasized the meaning and content of the village fund policy itself. Whether to build a village or build A rural area. In addition, the concrete actions and actions of collaboration begin with face to face dialogue between interested actors. It can be said that the impact of collaboration in the implementation of village fund policies must be considered from the starting conditions so that they can make institutional designs that become determinants in community empowerment in Kendalbulur Village.
