The research method used is descriptive analysis. This method serves to obtain a factual description of the causal relationship between variables through the submission of the proposed hypothesis. Data collection techniques are carried out through literature studies, observations, questionnaires and structured interviews. The study population was all employees at the Badan Penanggulangan Bencana in Sumedang District, namely 198 people. The sampling technique used is proportionate stratified random sampling. the research sample was 50 respondents who were taken randomly. The analysis technique used to test the research hypothesis is multiple linear regression analysis, t-test and F-test, and the coefficient of determination.

This study aims to analyze the problems of supervision in the Sumedang Regency Department of Environment and Forestry Department, inhibiting factors in conducting surveillance, as well as efforts to overcome obstacles in conducting supervision in the Sumedang District Department of Environment and Forestry Department. The method used in the preparation of this research report is a qualitative research method (Naturalistic Setting) with descriptive type. The sampling technique used is purposive sampling. With research informants: Head of Waste and Parks Management Division, Head of RTH Maintenance Section, Parks and Cemeteries, Staff I Section RTH Maintenance, Parks and Cemeteries, and Staff II RTH Maintenance Section, Parks and Cemeteries. Data collection techniques through secondary data collection techniques such as library studies and documentation. In analyzing the data used the Miles and Huberman models with the steps: Data reduction, Data presentation, Conclution Drawing / Verification, and Triangulation. Based on the research, it is found that in conducting supervision, determining standards is important because it is a guideline in measuring the level of effectiveness. The absence of guidelines clearly becomes an obstacle in the implementation of an activity, especially regarding activities within a government agency. There is an effort to minimize the absence of reference standards, namely by persuasive approaches to employees.

The purpose of this study was to determine the effect of Disaster Emergency Management Operations on Work Effectiveness in the Head of Emergency and Logistics Section at the Regional Disaster Management Agency of Sumedang Regency. The research method used in this research is quantitative research method with two data collection methods, namely literature study and field study which includes observation, questionnaires, interviews and documentation. The distribution of questionnaires was carried out to all ASN (State Civil Apparatus) and Non-ASN (Pusdalops) employees in the Regional Disaster Management Agency of Sumedang Regency, totaling 40 people. Based on the results of the study, it is known that the Operational Planning for Disaster Emergency Management at the Section Head for Emergency and Logistics at the Regional Disaster Management Agency of Sumedang Regency is 88.4%. Furthermore, the work effectiveness of the Head of Emergency and Logistics Section in the Regional Disaster Management Agency of Sumedang Regency is 90.5%. Based on the correlation test, it is known that there is a very strong relationship between the Operational Planning for Disaster Emergency Management with the Work Effectiveness of the Head of Emergency and Logistics Section in the Regional Disaster Management Agency of Sumedang Regency with a correlation coefficient of 0.808. The Effect of Disaster Emergency Management Operations Planning on Work Effectiveness in the Section Head for Emergency and Logistics in the Regional Disaster Management Agency of Sumedang Regency based on the determination test is in the strong category with a determination coefficient of 0.653 or if a percentage is 65.3%. While the remaining 34.7% is influenced by other factors not examined in this study.

PDAM Cabang Ujungjaya, Tomo dan Paseh telah mengupayakan memberikan pelayanan untuk memenuhi kebutuhan air bersih, namun dalam perjalanannya sering mendapat keluhan dari masyarakat. Keluhan masyarakat tentang semakin sulitnya untuk mendapatkan air bersih tampaknya masih menjadi kendala yang sepenuhnya belum dapat diatasi oleh Pemerintah Daerah dalam hal ini PDAM Cabang Ujungjaya, Tomo dan Paseh. Di satu pihak permintaan masyarakat akan air bersih semakin meningkat, namun kualitas pelayanan yang diberikan belum sebanding dengan pemenuhan permintaan masyarakat tersebut. Beberapa indikasi menunjukkan bahwa kondisi tersebut antara lain diduga disebabkan oleh faktor lingkungan, nilai-nilai dan sumber daya. Penelitian ini bertujuan untuk mengkaji pengaruh faktor lingkungan, nilai-nilai dan sumber daya terhadap kualitas pelayanan air bersih di PDAM Cabang Ujungjaya, Tomo dan Paseh. Penelitian ini dilakukan pada 66 orang karyawan PDAM Tirta Medal Cabang Ujungjaya, Tomo dan Paseh. Metode penelitian yang digunakan adalah metode eksplanatif. Teknik sampling yang digunakan adalah sensus. Teknik pengumpulan data dilakukan dengan menyebar angket kepada karyawan PDAM. Analisis data yang digunakan adalah analisis jalur. Hasil penelitian mengungkapkan bahwa faktor lingkungan, nilai-nilai dan sumber daya berpengaruh secara signifikan terhadap kualitas pelayanan air bersih. Ditemukan fakta bahwa PDAM Tirta Medal Cabang Ujungjaya, Tomo dan Paseh perlu mencermati upaya pemenuhan pelayanan dari segi kontinuitas air untuk dapat mewujudkan pelayanan yang berkualitas.

The development of youth groups is a strategic matter to utilize the potential of youth for successful development. This study also aims to determine the Development of Youth Organizations to know the inhibiting factors in carrying out Youth Group Development and the efforts made to overcome obstacles to Youth and Sports Group Development at the Youth and Sports Culture Tourism Office of Sumedang Regency. This research was conducted using a qualitative method with a descriptive type. Data collection techniques are carried out through library research and field studies which include: observation, interviews, and documentation. Determination of samples/informants in this study was carried out using purposive sampling as many as 4 people. Meanwhile, the data processing procedure used Miles and Huberman model data analysis with the following steps: data reduction, data presentation, and verification.The final result of this study concludes that the Development of Youth Groups at the Department of Tourism, Culture, Youth and Sports, Sumedang Regency has been running well but not optimally. This is indicated by the following findings: (1) The attendance rate of youth organizations only reaches 75%. (2) The government does not provide infrastructure that is intended for youth organizations. (3) The government is not sufficient about what budget is needed by the personnel organization so that the budget is not sufficient. Suggestions for this research are to further improve the quality of group coaching by always paying attention to various things such as facilities and infrastructure that affect the smooth process of Youth and Sports Group Development at the Tourism, Culture, Youth and Sports Office of Sumedang Regency so that in the future its implementation can run better. The Department of Tourism, Culture, Youth and Sports should seek to increase the budget ceiling for youth development so that the implementation of coaching can be more effective. The Department of Tourism, Culture, Youth and Sports should provide and improve facilities and infrastructure to support youth organizational development activities.

Penelitian ini bertujuan untuk mengetahui bagaimana pemberdayaan kelompok penggerak pariwisata di Kabupaten Sumedang. Fokus permasalahan pada penelitian ini yaitu mengenai pemberdayaan kelompok dan faktor penghambat pemberdayaan kelompok. Acuan teori yang digunakan adalah teori pemberdayaan kelompok menurut Akadun (2005) yang terdiri dari daya sosial, daya politik, dan daya psikologi. Metode penelitian menggunakan metode kualitatif dengan teknik pengumpulan data melalui studi kepustakaan dan studi lapangan. Hasil penelitian menunjukkan bahwa pemberdayaan kelompok penggerak parwisata di Kabupaten Sumedang telah berjalan cukup baik. Adapun faktor penghambat dalam pemberdayaan kelompok penggerak pariwisata berupa kompetensi kelompok penggerak pariwisata yang masih minim didalam mengelola objek wisata di masing-masing Desa dan kurangnya sarana dan prasana didalam pengelolaan objek wisata yang menyebabkan beberapa fasilitas di objek wisata tidak terawat dengan baik.
