Abstract

Law Number 6 of 2014 concerning Villages has granted villages authority. The role of the village as a subject has an important role in the management of development and governance at the local scale of the village. The village institutional position as the subject of development certainly requires the participation of the village community as an administrator or part that plays a role in village development. Women as one of the elements of society, their participation in village institutions is very important as an effort to empower them so that they are not trapped as objects but can act as subjects and provide all their potential in the development process starting from the planning, implementation and evaluation stages of village development. This study aims to describe the participation of women in village institutions as well as women's participation in village development in Aceh Province. This research uses the Participatory Action Research (PAR) method. The author uses his experience as the main source of information to describe the results of research related to women's participation in village institutions and development in Aceh Province. The results showed that the participation of women in six village institutions consisting of the village government, the Village Consultative Body (BPD), village social institutions, traditional adat institutions, village cooperation institutions, and BUMDesa still need improvement. The same thing happened in village development. Of the three stages of village development which include the stages of planning, implementation, and evaluation of village development in general, women's participation has not been maximized.

Abstract

Abstract.The objective of the research with the title, ?The Participation of Youth Groups in the Business Development of the Islamic Tourism in Banda Aceh,? is 1) to find out the condition of the business Islamic tourism in Banda Aceh, 2) to analyze the participation of youth groups in the businessdevelopment of the Islamic tourism in Banda Aceh, and 3) to formulate the strategy and policy of the participation of youth groups in the development of the Islamic tourism in Banda Aceh.Primary data were gathered by conducting in-depth interview with key informants, using purposive sampling technique. Qualitative approach was used to answer the first and the second problem formula in matching the theory with the fact in the field. Two different methods were used to answer the two formula strategy and policy: SWOT analysis was used to formulate strategy, and content analysis was used to answer the formula of policy in which Qanun design (Regional Regulation), RIPPDA (Master Design of the Development of Regional Tourism), Banda Aceh in the period of 2012-2017 was analyzed.The conclusion of the research was 1) the business development of the Islamic tourism in Banda Aceh over the last five years is increasing and developing, 2) participation of youth groups in the businessdevelopment of the Islamic tourism in Banda Aceh that were examined in the stage of planning, implementation, utilization, and evaluation is generally in the form of idea and energy, but participation in the form of providing goods and money is not found, and 3) government strategy in increasing the participation of youth groups in the development of the Islamic tourism in Banda Aceh is top-down by establishing groups of people and youth to promote and perform tourism counseling and formulating RIPPDA of Banda Aceh.Keywords: Participation of Youth Group, Development of the Islamic Tourism, Banda Aceh

Abstract

Abstract: Gampong Teungoh Baroh Kecamatan Peukan Baro Kabupaten Pidie is a locus that requires strengthening and improving village administration governance by the mandate of the Minister of Home Affairs regulation on Number 47 of 2016 concerning Village Government Administration. This study explains efforts to assist village administration in Gampong Teungoh Baroh Kecamatan Peukan Baro Kabupaten Pidie. This research was carried out in conjunction with community service using the Participatory Learning and Action (PLA) method, a participatory learning and practice process which positions the target of coaching and the subject of implementing village administration. This activity is designed in two dimensions. The research dimension uses data collection techniques through observation, interviews, document review, and the coaching dimension, which consists of several activities. Participants who were targeted and informants in this community service consisted of elements of Keuchik, Gampong Apparatus, TPG, and village cadres. Data analysis in this study uses data collection techniques, reduction, simplification, and conclusion. The results of the study describe the stages of assistance in four functions. Namely, the function of; empowering, protecting, supporting and facilitating. Assistance activities for village administration governance were held in the form; of socialisation for the regulation of Minister of Home Affairs Number 47 of 2016, workshops for filling out village administration register books, supervision and consultation on village administration.Keywords: Village Administrations; Village Assistance; Community Service.Abstrak: Gampong Teungoh Baroh Kecamatan Peukan Baro Kabupaten Pidie merupakan lokus yang membutuhkan penguatan dan peningkatan tata kelola administrasi pemerintahan desa. Di sana ditemukan bahwa belum tersedianya buku register administrasi desa sesuai dengan amanat Permendagri Nomor 47 tahun 2016 Tentang Administrasi Pemerintahan Desa. Penelitian ini memberikan penjelasan terkait upaya pendampingan tata kelola administrasi desa di Gampong Teungoh Baroh Kecamatan Peukan Baro Kabupaten Pidie. Penelitian yang dilaksanakan bersamaan dengan pengabdian masyarakat ini menggunakan metode Participatory learning and Action (PLA) atau proses belajar dan praktik secara partisipatif, yang memposisikan sasaran pembinaan juga sebagai subjek pelaksana administrasi desa. Kegiatan ini didesain dalam dua dimensi. Dimensi penelitian menggunakan teknik pengumpulan data secara observasi, wawancara, dan telaah dokumen serta dimensi pembinaan yang terdiri dari beberapa kegiatan. Peserta yang menjadi sasaran merangkap informan dalam pengabdian masyarakat ini terdiri dari unsur Keuchik, Aparatur Gampong, TPG, dan para kader LKD Gampong Teungoh Baroh. Analisis data dalam penelitian ini menggunakan teknik pengumpulan data, reduksi, penyederhanaan, dan penarikan kesimpulan. Hasil penelitian menguraikan tahapan pendampingan dalam empat fungsi, yaitu fungsi penguatan (empowering), perlindungan (protecting), pendukungan (supporting), dan fasilitasi (facilitation). Kegiatan pendampingan tata kelola administrasi desa diselenggarakan berupa sosialisasi Permendagri Nomor 47 tahun 2016, lokakarya (workshop) pengisian buku register administrasi desa, serta supervisi dan konsultasi penyelenggaraan administrasi pemerintahan desa.Kata Kunci: Administrasi  Desa; Pendampingan Desa; Pengabdian Masyarakat.

Abstract

Digital developments, expected to contribute to efficiency and ease in the development process, are often used reversely. Specific communities also use digital technology as a means of communication and information in carrying out practices that violate norms and laws. In Aceh Province, which incidentally is the implementation area of Islamic Shari'at, the use of digital is used in practices that violate the Qanun (regional regulation) of Islamic Shari'at. Prostitution, one of the criminal cases of Islamic Sharia, was found that all perpetrators revealed that they carried out these 'unlawful' transactions through online media. This study aims to explain the driving factors for prostitution behavior and explain the government's collaborative efforts in dealing with online prostitution in Aceh. This study uses a qualitative approach that descriptively describes the primary and secondary data. Preliminary data were obtained through interviews and observation techniques, while secondary data was obtained through document review. Data analysis was passed through classification, reduction, and conclusion. The study results show that the driving factor for the dominant prostitution behavior is motivated by personal desires. In addition, it is also caused by environmental and lifestyle factors, the economy, family problems, as well as experiences of sexual harassment, and the loss of virginity. The government's collaborative efforts in dealing with online prostitution are carried out by controlling prostitution. The government and other elements of society conduct routine raids and patrols and hold outreach to the community down to the community level.
