Abstract

AbstractThis study is entitled Analysis of Coordination Mechanisms in Carrying Out Work At the Government Office of North Indralaya District, Ogan Ilir Regency. The problem that forms the background of the research is that the problem that often arises in the implementation of work in government agencies, including the sub-district government, is a matter of coordination. The non-optimal synergy between parts / sections in the District Government is caused by coordination problems. The object of this research is the District Government of North Indralaya, Ogan Ilir Regency. This study uses a coordination theory consisting of four dimensions, namely (1) Unity of Action; (2) Communication; (3) Division of Work; (4) Discipline as a tool for analyzing research problems. The research method used was descriptive qualitative research method with unit of analysis in the form of organizations / groups. Determination of informants carried out purposively with the classification of informants consisting of key informants and supporting informants. Data collection techniques, data analysis and data validity testing follow the techniques in a qualitative approach. The output of this research is in the form of scientific articles published in national journals (accredited). This research is integrated with RIP and the University of Sriwijaya Research Strategic Plan which is in the domain as research aimed at addressing the socio-economic problems of the community, design and development of community behavior to build the nation's character. This research also has a symmetrical research road map with research conducted in the previous year and has overall achievement targets namely Mapping problems and providing solutions in coordination mechanism problems (2019 research) and providing theoretical recommendations for strengthening government organizations, especially in the research locus.Keywords : District Government, Coordination, Qualitative DescriptiveAbstrakPenelitian ini berjudul Analisis Mekanisme Koordinasi Dalam Pelaksanaan PekerjaanPada Kantor Pemerintah Kecamatan Indralaya Utara Kabupaten Ogan Ilir. Permasalahan yang menjadi latar belakang penelitian adalah sampai saat ini persoalan yang sering muncul pada pelaksanaan pekerjaan di instansi pemerintahan, tidak terkecuali pada pemerintah kecamatan adalah persoalan koordinasi. Tidak optimalnya sinergitas antar bagian/seksi di Pemerintah Kecamatan adalah disebabkan oleh masalah koordinasi. Objek penelitian ini adalah Pemerintah Kecamatan Indralaya Utara Kabupaten Ogan Ilir. Penelitian ini menggunakan teori koordinasi yang terdiri dari empat dimensi yaitu (1) Kesatuan Tindakan; (2) Komunikasi; (3) Pembagian Kerja; (4) Kedisiplinan sebagai alat analisis permasalahan penelitian. Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif dengan unit analisis berupa organisasi/kelompok. Penentuan informan dilakkan secara purposive dengan klasifikasi informan terdiri dari key informant dan informan pendukung. Teknik pengambilan data, analisis data dan pengujian keabsahan data mengikuti teknik-teknik di dalam pendekatan kualitatif. Luaran penelitian ini adalah berupa artikel ilmiah yang diterbitkan pada jurnal nasional (terakreditasi). Penelitian ini terintegrasi dengan RIP dan Renstra Penelitian Universita Sriwijaya yaitu pada domain sebagai penelitian yang bertujuan mengatasi masalah-masalah sosial ekonomi masyarakat, rancang bangun serta pengembangan perilaku masyarakat untuk membangun karakter bangsa. Penelitian ini juga memiliki road-map penelitian yang simetris dengan penelitian yang telah dilakukan pada tahun sebelumnya dan memiliki target capaian secara keseluruhan yaitu Memetakan masalah dan memberikan solusi dalam persoalan mekanisme koordinasi (riset 2019) dan memberikan rekomendasi teoritis untuk penguatan organisasi pemerintahan khususnya pada locus penelitian.Kata kunci : Pemerintah Kecamatan, Koordinasi, Deskriptif Kualitatif

Abstract

Dalam suatu organisasi urgensi atas kemampuan serta kapasitas dari seorang pemimpin sangtlah dibutuhkan dalam usaha menjalankan serta mempertahankan organisasi agar organisasi tersebut tetap berjalan serta menjalankan fungsi sebagai mana mestinya sehingga wajar saja seorang pemimpin dalam hal ini harus terus meningkatkan kapasitasnya sebagai seorang pemimpin. Kegiatan pengabdian kepada masyarakat berupa penyuluhan ini merupakan jawaban atas permasalahan kapasitas dari seorang pemimpin dalam mengelolah organisasi yang dipimpinnya yang sering kali ditemui masih lemahnya kapasitas dari seorang pemimpin yang pada akhirnya akan mengakibatkan kurang tertatanya organisasi tersebut dan pada akhirnya menyebabkan tidak berjalanya fungsi dari setiap bagian dari suatu organisasi. Kegiatan ini secara umum bertujuan untuk memberikan pengetahuan demi meningkatkan kapasitas dari unsur pemimpin dalam mengelola pemerintahn desa, dan untuk materi dalam kegiatan penyuluhan ini sendiri adalah materi yang diolah oleh tim dengan berpedoman pada model dari teori-teori kepemimpinan. Kegiatan ini dilaksanakan di desa lorok, kecamatan indralaya utara. Secara keseluruhan kegiatan ini berjalan dengan lancar mulai dari tahap persiapan dan perencanaan, tahap pelaksanaan, hingga pada tahap penulisan laporan berjalan denga lancar tanpa kendala yang berarti. Antusiasme dari para peserta penyuluhan yang terdiri dari para jajaran pemerintah desa serta masyarakat desa memperlihatkan bahwa kegiatan penyuluhan ini direspon dengan baik oleh para peserta. Respon positif yang diperlihatakan oleh para peserta ini mengindikasikan bahwa kegiatan ini membawa dampak yang bersifat positif bagi masyarakat desa lorok terutama dalam meningkatakan pemahaman dari jajaran pemerintah desa agar terciptanya tata kerja pemerintahan desa yang optimal.

Abstract

The arrangement of the urban area to be habitable for communities was declared by the government through the Kota Tanpa Kumuh (City without slums) or KOTAKU  Program. The program has been implemented in several cities and districts in Indonesia. In Palembang, the implementation of KOTAKU Program has reached its third year, with a target zero of slum area in 2019. The purposes of this research were to study the implementation of KOTAKU Program in Palembang City, the factors that influence the success of the program and the participation model used by communities in the area of KOTAKU program. A descriptive format of the qualitative method was used in this study. This research focuses on the analysis of implementation using Merille S. Grindle's theory which is about the policy contents and the policy of the environment.  The result of the study indicated that the implementation of the KOTAKU Program in Palembang City has been successful but not fully optimal yet. This was caused by several inhibiting factors such us; topographic differences in each region, unsupportive local community behaviours, lack of government supports, socialization was not yet comprehensives and budget constraints. The community participation models that were used in the three observed regions were more on the physical participation of people who directly involved in the program. While, people who were not directly involved in the program, they were a lack of participation. However, this program still needs to be reviewed and evaluated continuously for achieving the target of 2019 Palembang slum zero areas.

Abstract

This article is the result of research on the topic of Organizational Culture Development through the Role of Leaders in the North Indralaya District of Ogan Ilir Regency. The research was conducted by combining efforts in the form of roles carried out by the leadership towards the development of organizational culture. There are six dimensions of organizational culture that are examined by taking reference to the theory of organizational culture. The research was conducted with a descriptive qualitative method approach. The main informants of the research were the elements of leadership in the North Indralaya District of Ogan Ilir Regency. Data analysis was carried out with interactive methods from Miles and Hubberman. Triangulation is done by comparing various sources to check the validity of the research answers. The results of the research concluded that the leadership elements of the North Indralaya District of Ogan Ilir Regency were actively involved and played a role through various efforts in maintaining and developing six dimensions of organizational culture in accordance with the theoretical references used. The condition of organizational culture in the Indralaya North District Office in the qualitative context has also been running well. There are three influential supporting factors in developing a good and effective organizational culture in the Government of North Indralaya District. In addition to supporting factors there is also one inhibiting factor in the development of organizational culture in the Government of North Indralaya District.
