Abstract

Abstrak: Penelitian ini bertujuan untuk memperoleh gambaran mengenai layanan belajar masyarakat di Kabupaten Minahasa Provinsi Sulawesi Utara. Metode Penelitian yang digunakan yaitu metode kualitatif dengan tempat penelitian di Pusat Kegiatan Belajar Masyarakat (PKBM) Touwariri Kecamatan Tombariri Kabupaten Minahasa. Data dikumpulkan dengan menggunakan wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa dasar penyelenggaraan Pusat Kegiatan Belajar Mengajar (PKBM) Touwariri di Kabupaten Minahasa Provinsi Sulwesi Utara sebagai pendidikan berbasis masyarakat, dari tinjauan visi, misi serta tujuan didirikannya lembaga pendidikan non formal menunjukkan bahwa PKBM Touwariri memiliki komitmen yang tinggi untuk mewujudkan serta mengimplementasikan makna dari penjabaran tujuan pendiriannya secara maksimal. Aspek filosofis dasar penyelenggaraan secara kelembagaan, muatan kurikulum, pelaku kurikulum, program pembelajaran, monitoring dan evaluasi kurikulum PKBM Touwariri memang masih belum seutuhnya memenuhi standarisasi sesuai dengan standar Badan Akreditasi Pendidikan Non Formal Kementerian Pendidikan Nasional RI. Namun, tetap menyelaraskan dengan standarisasi minimal kelayakan sebuah PKBM.Abstract: This study aims to obtain an overview of community learning services in Minahasa Regency, North Sulawesi Province. The research method used is a qualitative method with a place of research at the Community Learning Center (PKBM) Touwariri Tombariri District, Minahasa Regency. Data was collected using interviews, and documentation. The results showed that the basis for organizing the Touwariri Teaching and Learning Center (PKBM) in Minahasa Regency, North Sulawesi Province as community-based education, from the vision, mission and objectives of the establishment of non-formal education institutions showed that PKBM Touwariri had a high commitment to realize and implement meaning from the translation of the aim of its founding to the fullest. The basic philosophical aspects of institutional implementation, curriculum content, curriculum actors, PKBM Touwariri curriculum monitoring and evaluation programs are still not fully compliant with the standards in accordance with the standards of the Indonesian Ministry of National Education's Non Formal Education Accreditation Agency. However, it still aligns with the minimum standardization of the feasibility of a PKBM.
