ANALISIS PENGURANGAN EMISI DALAM PERENCANAAN PENGEMBANGAN SISTEM KELISTRIKAN JAWA-BALI

Abstract

ABSTRAK Guna memenuhi kebutuhan tenaga listrik di masa mendatang perlu dilakukan suatu perencanaan yang baik. Pengusahaan listrik selain atas dasar harga yang termurah juga harus memperhatikan dampak lingkungan yang ditimbulkan dari pembangkit. Telah dilakukan analisis pengurangan emisi pada perencanaan pengembangan sistem kelistrikan Jawa-Bali menggunakan dua buah program yang diintegrasi yaitu program WASP dan IMPACTS. Langkah pertama adalah menentukan suatu konfigurasi sistem energi atas dasar pertimbangan teknik dan ekonomi dengan menggunakan program WASP. Kemudian ditentukan besarnya polutan udara seperti-Partikel, S02, NOx dan VHC dengan program IMPACTS. Hasil dari IMPACTS ini dijadikan dasar penyusunan strategi atau kasus pengembangan sistem kelistrikan sehingga akan didapat suatu konfigurasi yang optimal baik dari segi biaya maupun dari segi dampak lingkungan.   ABSTRACT In order to fulfil the demand of electric energy in the future, a good planning needs to be done. The generation of electricity is not only based on the lowest price, but it must also consider the environmental impact caused by the generation. Therefore, an analysis to find an optimization from the financing aspect as well as the environmental aspect needs to conducted. The analysis of emission abatement on Jawa-Bali electricity system, expansion planning is conducted by using two integrated programs: WASP and IMPACTS. The first step, is to determine an energy system configuration based on the technical and the economic considerations by using the WASP program. Then, the amount of air pollution like part, S02, NOx and VHC is determined by using the IMPACTS program. The result of the IMPACTS program is then used as the base in preparing the strategy for or the scenario of the electricity system development such that an optimum configuration is obtained from the financing aspect as well as the environment aspect.
