Abstract

ABSTRAK STRATEGI OPTIMALISASI MANAJEMEN OUTAGE PLTN: DESKRIPSI UMUM. Optimalisasi manajemen outage merupakan faktor penting untuk menekan biaya operasional pembangkit listrik tenaga nuklir (PLTN). Selain itu, optimalisasi manjemen outage antara lain bertujuan untuk meminimalisir durasi outage, meningkatkan kehandalan kinerja dan keselamatan PLTN. Manajemen outage terdiri atas 3 tahap, yaitu, perencanaan, eksekusi, dan review setelah outage. Beberapa aspek yang perlu diperhatikan dalam tahap perencanaan antara lain, keselamatan dari bahaya nuklir selama dan setelah proses outage, kebijakan manajemen dan personil, pemeliharaan dan inspeksi, umpan balik dari pengalaman outage sebelumnya, dan aspek ekonomi yang berhubungan dengan proses outage. Setiap tahap dalam manajemen outage membutuhkan pemantauan kontinu agar optimalisasi outage dapat terwujud. Dengan menerapkan strategi manajemen outage yang baik, kinerja PLTN semakin meningkat dengan nilai faktor beban yang semakin besar mencapai 93% dan faktor ketidaktersediaan energi hilang tidak terencana kurang dari 2%. Kata kunci: PLTN, outage, perawatan dan inspeksi.   ABSTRACT NUCLEAR POWER PLANT OUTAGE MANAGEMENT OPTIMIZATION STRATEGY: GENERAL DESCRIPTION. Outage optimization is an important factor to reduce the NPP operational cost. Goals of outage optimization strategy are to minimize outage duration, and increase the performance and safety performance of the NPP. Outage management depends on three main phase preparation and planning, execution, and post outage review. The key issues in outage planning are nuclear safety; management and personnel policy; maintenance and inspection; outage experience feedback; and all economic aspects that relate to the outage process. Continuity control is required in each phase of outage management in order to reach the goal of outage optimization. By implementing a good outage planning strategy, NPP has increased steadily reaching 93% load factor and less than 2% for unplanned energy unavailability.
