Abstrakdapat memberikan layanan pendidikan kepada masyarakat secara konsisten. Namun demikian, dalam perkembangnya dihadapkan dengan segala dinamika dan ragam permasalahan yang perlu diintervensi oleh perguruan tinggi melalui pengembangan model pengelolaan pembelajaran sebagaimana mestinya. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data yang digunakan dalam studi ini terdiri atas: studi dokumentasi; studi literatur; wawancara; dan kelompok diskusi terfokus (FGD). Subjek penelitian adalah pengelola dan tutor, serta peserta didik PKBM yang berada di wilayah Bandung Raya, dengan waktu penelitian selama enam bulan. Hasil penelitian, (1) model konseptual yang dikembangkan terdiri atas, rasionalisasi, asumsi, tujuan, komponen, indikator, dan prosedur model, (2) validasi model dilakukan dengan mengunaan dua cara yakni diskusi dengan teman sejawat (peer group) dan penilaian para ahli (expert judgement. (3) implementasi uji coba kelayakan model dideskipsiikan dalam kegiatan pembelajaran di PKBM. Langkah-langkah uji coba pembelajaran sebagai komponen model adalah proses perencanaan, pengorganisasian, pelaksanaan dan penilaian dalam pembelajaran. Kesimplan model yang dikembangkan menunjukan hasil yang efektif, dengan indikator: pertama, adanya keterlibatan aktif dan tanggapan positif peserta didik terhadap kegiatan pembelajaran. Kedua, terdapat peningkatan kemampuan pada peserta didik. AbstractThe Community Learning Activity Center (PKBM), is one of the proven pathways of education to consistently provide educational services to the community. However, in its development it is faced with all the dynamics and various problems that need to be intervened by universities through the development of a learning management model as appropriate. This study uses a qualitative approach with descriptive methods. The data collection techniques used in this study consisted of: documentation study; study of literature; Interview; and focus group discussions (FGD). The research subjects were managers and tutors, as well as PKBM students who were in the Greater Bandung area, with a research time of six months. The results of the study, (1) the conceptual model developed consists of rationalization, assumptions, objectives, components, indicators and model procedures, (2) model validation is carried out using two methods, namely discussion with peers (peer group) and expert judgment. (expert judgment. (3) implementation of the feasibility trial of the model described in learning activities at PKBM. The steps of the learning trial as a component of the model are the process of planning, organizing, implementing and evaluating learning. The conceptual model developed shows effective results, with indicators: first, there is active involvement and positive responses of students to learning activities Second, there is an increase in the ability of students.
