<![CDATA[People with disabilities are a high-risk group who tend not to be "visible" during a disaster. Moreover, being involved in emergency preparedness and response efforts. This is due to their limitations in accessing the physical environment, information and communication, knowledge, and limited skills and abilities. They tend to be perceived as a burden and are often ignored by the system. Based on these problems, disability mainstreaming in inclusive disaster management must be realized so that the entire system can be balanced and can work well. Especially now that the global world is facing the COVID-19 pandemic which demands the readiness of all levels of society, especially people with disabilities, to mitigate and anticipate the risk of pandemic disasters according to their respective roles. The aim of this research is to enrich the discourse of inclusion of disabilities in disaster risk management, which is still very limited, so that it can be used as a basis in formulating a model for empowering persons with disabilities in an inclusive disaster management system. This research uses descriptive qualitative method. Primary data in this study were events related to the integration of the AGIL function in the Difagana group which were collected through observation, interviews and focus group discussions, both face-to-face and via online (whatsapp and zoom). Meanwhile, secondary data is based on literature related to disabilities and disasters. The results showed connectivity between the adaptation function, goal attainment, integration, and system maintenance (AGIL) in the Difagana group in situations of natural disasters and non-natural disasters.]]>
