IMPLEMENTASI SISTEM KREDIT SEMESTER (SKS) DI SMP NEGERI 5 YOGYAKARTA

Abstract

AbstrakPenelitian ini bertujuan untuk mendeskripsikan pelaksanaan, faktor pendukung dan penghambat serta cara mengatasi hambatan implementasi kebijakan Sistem Kredit Semester di SMP Negeri 5 Yogyakarta. Penelitian ini menggunakan pendekatan kualitatif dan jenis penelitian deskriptif. Hasil penelitian menunjukkan bahwa: 1) Sistem kredit semester di SMP Negeri 5 Yogyakarta terdapat 3 pola yaitu pola 4 semester, 6 semester, dan 8 semester. Pengelompokan sesuai dengan kecepatan belajar anak yang ditentukan melalui tahap seleksi yaitu tes akademik, nilai UASDA, dan hasil psikotes. 2) Faktor pendukungnya yaitu materi pembelajaran kelas 4 semester dibantu oleh Dinas Pendidikan Kota Yogyakarta untuk memetakannya, pendidik diberikan kebebasan waktu untuk menyampaikan materi dan kegiatan ekstrakurikuler diberikan untuk seluruh siswa dalam mengembangkan kemampuan non akademis. 3) Faktor penghambatnya yaitu pendidik kelas 8 semester tidak dibantu memetakan materi pembelajaran dari Dinas Pendidikan Kota Yogyakarta dan Dinas Pendidikan Kota Yogyakarta belum melihat langsung untuk evaluasi Implementasi Sistem Kredit Semester di SMP Negeri 5 Yogyakarta.Kata Kunci: Implementasi Kebijakan, Sistem Kredit Semester, SMP Negeri 5 YogyakartaAbstractThis study aimed to describe the implementation, describe the supporting and inhibiting factors and solve the obstacles on the implementation of Semester Credit System at SMP Negeri 5 Yogyakarta. This study applied for a descriptive qualitative approach. The results of the study showed that: 1) SMP Negeri 5 Yogyakarta had 3 patterns of Semester Credit System namely 4 semesters, 6 semesters, and 8 semesters. Grouping based on learning speed of the students is determined through some selection stages in terms of academic tests, final exam score (regional level), and psychological test results. 2) The supporting factors include learning materials clas 4 semester were assisted by Yogyakarta Education Office to map them, educators are given the freedom of time to deliver material and extracurricular activities are given to all students in developing non-academic ability. 3) The inhibiting factor is that 8 semester educators are not helped to map learning material by Yogyakarta Education Office and Yogyakarta Education Office had not seen directly for the evaluation of the Implementation of Semester Credit System at SMP Negeri 5 Yogyakarta.Keywords: Policy Implementation, Semester Credit System, SMP Negeri 5 Yogyakarta
