UJI KOMPETENSI GURU DAN PENINGKATAN KINERJA GURU DI KABUPATEN KULON PROGO

Abstract

AbstrakPenelitian ini menggunakan pendekatan penelitian deskriptif kualitatif. Setting di Kabupaten Kulon Progo. Subyek penelitian adalah koordinator UKG, pengawas sekolah, kepala sekolah, pendidik dan peserta didik. Teknik pengumpulan data yaitu observasi, wawancara, dan studi dokumentasi. Keabsahan data dengan triangulasi sumber dan triangulasi teknik. Analisis data menggunakan teknik analisis Miles and Huberman. Hasil penelitian menunjukan: 1) Hasil uji kompetensi guru di Kabupaten Kulon Progo: (a) dilatar belakangi oleh UU No. 14 tahun 2005; (b) bertujuan untuk meningkatkan kompetensi guru; (c) Sumber daya terdiri dari sumber dana, sumber daya manusia dan sarana prasarana; (d) faktor pendukung adalah ketersediaan sarana prasarana, dukungan pemerintah dan motivasi guru sedangkan faktor penghambat yaitu keterbatasan teknis dan penguasaan teknologi; (e) respon guru yaitu positif dan negatif; 2) Peningkatan kinerja guru dilihat dari: (a) kompetensi pedagogik; guru menguasai karakteristik peserta didik, menguasai teori belajar dan prinsip pembelajaran, mampu mengembangkan kurikulum, menyelenggarakan kegiatan yang mendidik, mampu berkomunikasi dengan baik; (b) kompetensi profesional; guru menguasai materi struktur konsep dan pola pikir keilmuan serta mampu menggunakan media yang ada; 3) Kendala guru dalam peningkatan kinerja adalah: rendahnya motivasi belajar peserta didik; rendahnya keaktifan belajar peserta didik; keterbatasan teknologi oleh guru; 4) Upaya yang dilakukan guru yaitu memotivasi peserta didik menggunaknan metode pembelajaran yang mampu meningkatkan motivasi belajar; melakukan pendekatan kepada peserta didik dan mengikuti pelatihan.Kata Kunci: Uji Kompetensi Guru, Peningkatan Kinerja GuruAbstractThis research uses qualitative descriptive research approach. Setting in Kulon Progo Regency. Research subjects are UKG coordinator, school supervisor, principal, educator and learner. Data collection techniques are observation, interview, and documentation study. Data validity with source triangulation and engineering triangulation. Data analysis technique used Miles and Huberman model. The results showed: 1) Result of teacher competency test in improving teacher performance: (a) background by Law no. 14 of 2005; (b) aims to improve teacher competence; (c) Resources comprised of sources of funds, human resources and infrastructure; (d) supporting factors are the availability of infrastructure facilities, government support and teacher motivation while limiting factors are technical limitations and technological mastery; (e) teacher's response is positive and negatif; 2) an increase in performance of teachers seen from: (a) pedagogikal competence; teachers master the characteristics of learners, master the theory of learning and learning principles, able to develop the curriculum, organize activities that educate, able to communicate well; (b) profesional competence; teachers master the material structure and concept of scientific thinking and able to use the existing media; 3) The teachers in the performance was: low motivation to learn learners; low learning activity of learners; technological limitations by teachers; 4) The efforts made by teachers namely motivate school tuition menggunaknan a method of learning who are able to raise the motivation to study; made approach to school tuition and follow the training.Keywords: teacher competence test, teacher performance improvement
