<![CDATA[On October 7, 2003 in Bali, ASEAN adopted the Declaration of ASEAN Concord II which declared the formation of the ASEAN Community. The need to discuss the suitability between the arrangements regarding the free flow of skilled labor contained in the ASEAN regional legal instruments to national legislation concerning foreign workers, especially in the field of engineering. This writing uses the normative juridical approach. Normative juridical research focuses on legal norms and examines the rules that apply in society, both national and international, as well as reviewing primary legal materials such as conventions and legislation, and secondary ones such as articles. The results of this study emphasize that there is a consequence of the discrepancy between Indonesian laws and regulations on the AEC agreement on free flow of skilled labor is the existence of Indonesia's obligation to harmonize national legislation. This is because Indonesia has committed itself and is obliged to carry out the MEA agreement in accordance with the pacta sunt servanda and good faith.]]>
