Abstract

Abstrak Penelitian ini bertujuan untuk mendeskripsikan dinamika politik dan implikasi yang ditimbulkan dalam pelaksanaan kebijakan Dana Alokasi Khusus Fisik Bidang Pendidikan tahun anggaran 2021 di Provinsi D.I Yogyakarta. Penelitian ini merupakan penelitian kebijakan dengan metode kualitatif. Pengumpulan data yang dilakukan melalui wawancara dan studi dokumen. Subjek penelitian ini terdiri atas pejabat di Dinas Pendidikan dan pihak penerima manfaat yakni Sekolah Menengah Atas. Analisis yang digunakan merupakan model analisis interaktif Miles, Huberman dan Saldana melalui aktivitas pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menujukan bahwa: pertama, pelaksanaan DAK Fisik Bidang Pendidikan mengalami perubahan yakni peralihan wewenang pengelolaan DAK Fisik dari sekolah ke Dinas Pendidikan, secara normatif perubahan ini meringankan beban sekolah dalam pengelolaannya. Kedua, pengelolaan anggaran bidang pendidikan tidak lepas dari faktor-faktor politik. Ketiga, peralihan wewenang pengelolaan DAK Fisik berimplikasi pada kualitas bangunan yang kurang maksimal. Keempat, peralihan ini berimplikasi pada hilangnya multiplier effect bagi masyarakat sekitar sekolah. Kata kunci: dinamika politik, kebijakan, DAK fisik bidang pendidikanAbstrack This study aims to describe the dynamics and impacts caused by the implementation of the Physical Special Allocation Fund (DAK) policy for education sector in the 2021 fiscal year in D.I Yogyakarta Province. This research is a policy research with a qualitative method. Data collection was carried out through interviews and document studies. The subjects of this study consisted of officials at the Education Office and the parties who received the benefits, namely high schools. The analysis used is Miles, Huberman and Saldana's interactive analysis model through data collection activities, data reduction, data presentation and drawing conclusions. The results of the study show that: first, the implementation of the Physical DAK in the Education Sector underwent a change, namely the transfer of authority to manage the Physical DAK from schools to the Education Office, normatively this change eased the burden on schools in its management. Second, budget management in the education sector cannot be separated from political factors. Third, the transfer of authority for the management of Physical DAK has implications for less than optimal building quality. Fourth, this shift has implications for the loss of the multiplier effect for the community around the school. Keyword: politics dynamics, policy, physical DAK for education sector
