<![CDATA[Abstrak:Tingkat kerusakan jalan Kabupaten adalah tertinggi diantara jalan Kota, jalan Provinsi, dan jalan Nasional. Variabel-variabel apa yang menyebabkan kondisi tersebut perlu diketahui, sehingga dapat diidentifikasi langkah-langkah penyelesaiannya. Tujuan penelitian ini adalah untuk mendeskripsikan kinerja pemeliharaan jalan Kabupaten dengan metode importance performance analysis (IPA). Metode IPA dilakukan dengan pengumpulan data secara kuesioner terhadap responden. Respondennya adalah stakeholder pada pemegang otoritas pemeliharaan jalan di lima Kabupaten yang tersebar di Jawa Timur dan Jawa Barat. Pendekatan item yang dipakai adalah perspektif balance scorecard. Terdapat empat perspektif yaitu perpektif stakeholder, perspektif keuangan, perspektif bisnis internal dan perspektif pertumbuhan dan pembelajaran. Dengan metode IPA dapat diukur tingkat kepentingan, tingkat kinerja dan kesesuaian dintara keduanya. Selanjutnya dilakukan perhitungan gap analysis untuk mengetahui tingkat kinerjanya. Item dengan tingkat kinerja rendah dapat dipergunakan sebagai pijakan pembenahan menejemen pemeliharaan jalan ke depan sedangkan item dengan kinerja tinggi dapat dipertahannya atau ditingkatkan. Hasil penelitian ini menunjukkan bahwa perspektif stakeholder mempunyai tingkat kesesuaian sebesar 86,45%, tingkat kesesuaian tertinggi terdapat pada atribut pentingnya program pemeliharaan sebagai program unggulan. Ditinjau dari perspektif keuangan, tingkat kesesuaiannnya adalah sebesar 71,99% dengant ingat kesesuaian terendah adalah atribut kecukupan dana untuk pemeliharaan secara menyeluruh. Tingkat kesesuaian perspektif bisnis internal sebesar 79,15%, dengan tingkat kesesuaian tertinggi pada atribut kemampuan manager proyek dalam mengendalikan pelaksanaan pekerjaan. Sedangkan perspektif pertumbuhan dan pembelajaran mempunyai tingkat kesesuaian sebesar 74,61%, dengan tingkat kesesuaian terendah pada atribut perencanaan pelatihan pegawai.Kata-kata kunci: kinerja pemeliharaan jalan, jalan Kabupaten, important performance analysisAbstract: The level of damage to Regency roads is the highest among City roads, Provincial roads and National roads. What variables cause these conditions need to be known, so that the steps for solving them can be identified. The purpose of this study was to describe the performance of district road maintenance using the importance performance analysis (IPA) method. The IPA method is carried out by collecting data by means of a questionnaire to the respondents. Respondents are stakeholders in road maintenance authority holders in five regencies spread across East Java and West Java. The item approach used is the balanced scorecard perspective. There are four perspectives, namely stakeholder perspective, financial perspective, internal business perspective and growth and learning perspective. With the IPA method can be measured the level of importance, level of performance and suitability between the two. Furthermore, the calculation of gap analysis is carried out to determine the level of performance. Items with a low level of performance can be used as a basis for improving future road maintenance management, while items with high performance can be maintained or improved. The results of this study indicate that the stakeholder perspective has a suitability level of 86.45%, the highest level of conformity is found in the attribute of the importance of the maintenance program as a flagship program. From a financial perspective, the suitability level is 71.99%, remembering that the lowest suitability is the attribute of adequacy of funds for overall maintenance. The suitability level of the internal business perspective is 79.15%, with the highest suitability level on the attribute of the project manager’s ability to control the implementation of work.
