The development of digital technology has had an impact on the younger generation's digital ethical character. The scope of education in the digital era cannot be separated from the role of the family, community schools and government in order to create Indonesia's golden generation through digitally strengthening Pancasila values. This research aims to determine strategies for strengthening digital citizen ethics in the metaverse era. The research method used is qualitative with a special study approach within the family, school, community and government institutions. Data collection techniques use interviews and observation using data analysis techniques in the form of data collection, data reduction, data display and conclusions. The research results show that strategies for strengthening the ethics of digital citizens can be carried out through the family environment in the form of habituation and communication programs, the school environment through digital literacy and character habituation, the community environment through socialization and coordination, the government environment through the socialization of program policies at the relevant institutional level. The results of this research have implications for digital citizen ethics curriculum development program efforts in various educational units.
